2 RESOLUTION APPROVING THE TENTATIVE SUBDIVISION MAP
3 FOR SONOMA GATEWAY (SONOMA GLEN), A RESIDENTIAL SUBDIVISION
4 LOCATED ON MARIA DRIVE NEAR YARBERRY,
5 APN 137-060-01

7 WHEREAS, Delco Builders & Developers/Sonoma Parkway Company, as owner, has filed
8 with this Council a Tentative Map to subdivide land within this City to be known as
9 Sonoma Glen Subdivision, and has paid all required filing fees;. and
10
11 WHEREAS, the City Engineer, the Director of Community Development, and the
12 Planning Commission have examined and reviewed the same as required by law and all
13 reports, recommendations, and comments thereon have been forwarded to and considered
14 by this Council at its meeting held on July 16, 1990; and
15
16 NOW, THEREFORE, BE IT RESOLVED that this Council hereby finds for the Tentative
17 Map as follows:

19 Tentative Map Findings:
20 1. The proposed subdivision, as conditionally approved, together with provisions for its
21 design and improvement, is consistent with the General Plan and Corona/Ely
22 Specific Plan objectives, policies, general land uses and programs.

24 2. The site is physically suitable for the type and density of development proposed, as
25 conditionally approved.

27 3. The design of the subdivision and the proposed improvements therefore, as
28 conditionally approved will not cause substantial environmental damage, and no
29 substantial or avoidable injury will occur to fish and/or wildlife or their habitat.

31 4. The design of the Subdivision and the type of improvements proposed will not
32 conflict with easement, acquired by the public at large, for access through or use of
33 property within the proposed subdivision.

35 5. The design of the Subdivision and the type of improvements proposed will not.

1 6. The discharge of waste from the proposed subdivision -into the existing community
2 sewer system will not result in violation of the existing requirements prescribed by
3 the Regional Water Quality Control Board.

5 BE IT FURTHER RESOLVED, based on the findings set forth above, that the above
6 referred-to Tentative Map, be and the same are hereby approved, subject to the conditions
7 set forth below and incorporated herein as follows:

9 Tentative Map Conditions:
10 1. The subdivider shall comply with the following requirements of the City Engineer:
11 a. The developer shall comply with the Petaluma Municipal Code Section
12 20.36.010 and 20.36.020 which require the developer to pay storm drainage
13 impact fees (as calculated in Chapter 17.30) on construction in all sections of
14 the City of Petaluma.
15 b. Temporary emergency turnarounds shall be installed as required by the Fire
16 Marshal on all street stubbed out for future extension.
17 c. All street lights used within this development shall have standard metal
18 fixtures dedicated to the City for ownership and maintenance. Prior to City
19 acceptance, the developer shall verify all lights meet PG&E's LS2 rating
20 system.
21 d. Signing and striping shall conform to City Standards.
22 e. This development may be dependent upon utility improvements to be
23 installed by adjacent developments. Appropriate calculations shall be
24 submitted to verify their adequacy. If off-site improvements are required, as
25 determined by the City Engineer, they shall be installed concurrent with
26 these improvements.
27 f. The Wilmington Sewer Pump Station is at capacity during wet weather
28 conditions.
29 The proposed five year capital improvement program includes
30 provisions for expansion of the Wilmington Pump Station to handle proposed
31 development as well as improvements to better serve existing development.
32 This development shall pay a pro-rata share of the costs of these
33 improvements.
34 g. Full 1/2 street improvements to Maria Drive from the southeasterly property
35 boundary to Morning Glory Drive shall be required with the first phase of
36 this development. These improvements shall consist of curb, gutter,

1 sidewalk, street structural section, undergrounding of utilities, and utility
2 extensions subject to the approval of the City Engineer and SCWA.
3 h. Frontage improvements and dedications for the school site shall be the
4 responsibility of the project developer and be in place prior to the project
5 commencing, subject to the approval of the City Engineer.
6 i. The cul-de-sac areas shall be enlarged and contained within the public right-
? of-way to accommodate .island parking. Said revision shall be provided on
8 plans submitted for SPARC review.
9 j. The following street sections (face of curb to face of curb) shall be widened
10 within the right-of-ways proposed by this development.
11 a) Mountain Way Circle and Gateway widened to 32 feet, with the
12 sidewalks meandering into a 10 foot public access easement as
13 required.
14 b) Mound Court widened to 32 feet, with the sidewalks meandering into
15 a 10 foot public access easement as required.
16 k. The intersection of Mountain Way Circle (knuckle area) and the common
17 area driveway (adjacent to Lots 32, 38, 214 and 239) shall be reconfigured to
18 provide adequate sight distance, subject to the approval of the City Engineer.
19 Said revision shall be provided on plans submitted for SPARC review.

21 2. The developer shall comply with the requirements of PG&E regarding the
22 development of this subdivision.

24 3. All landscaping and irrigation systems within the public right-of-way, street tree
25 planting strips, and landscape islands or other public areas shall be maintained
26 through an Assessment District, subject to approval of the City Council concurrently
27 with the approval of the Final Map. Application for an Assessment District shall be
28 made prior to final map application.
29 Landscaping and irrigation systems within the public right-of-way shall be
30 designed to standards acceptable to the City of Petaluma. Cost of formation of the
31 required Assessment District shall be borne by the project proponent. Street
32 lighting operations and .maintenance shall be incorporated into the
33 Landscape/Lighting Assessment District, subject to staff determination prior to
34 Final Map approval.

1 4. This development shall be subject to all appropriate development fees, and on and
2 off-site improvements as set forth within the adopted Development Agreement or
3 any subsequent amendment thereto.

5 5. The above conditions of approval for the PUD unit development plan are hereby
6 incorporated by reference to this approval. The tentative map shall be amended
7 prior to final map submittal to incorporate all applicable conditions of the PUD unit
8 development plan and SPARC approval.

10 6. The developer shall make arrangements to the school district's satisfaction for the
11 acquisition of the school site.

13 7. A one (1) foot non-access strip shall be provided between the school site and the
14 adjacent residential lots, along Sonoma Mountain Parkway and Maria Drive, and
15 between the PG&E easement and lots in the Glen Brook Subdivision.

17 8. Access locations to the school site shall be subject to the approval of the City Traffic
18 Engineer.

20 9. The developers of the Sonoma Gateway and the Glen Brook subdivisions shall be
21 jointly responsible for the installation of the proposed Sunrise Parkway. A full
22 roadway section shall be provided prior to completion of the first phase of
23 development in either subdivision.

25 10. Phasing shall be subject to staff review and approval.

27 11. Lot 139 shall have a finished floor elevation no more than one (1) foot above the
28 finished floor elevation of the adjacent Glen Brook residence.

30 12. This development shall be responsible for the improvement of the area from the
31 edge of curb up to and including the construction of the soundwall along Sonoma
32 Mountain Parkway, consistent with the Sonoma Mountain Parkway plan. Said
33 improvements shall be constructed in their entirety in conjunction with the
34 development of residential units along Sonoma Mountain Parkway.

1 13. A revised Tentative Map shall be provided for SPARC review which includes the
2 closure of Ely Road at Maria. Drive. An emergency vehicle roadway access shall be
3 provided from Maria Drive to Ely Road, in conjunction with public improvements.
4 The improvement of the closure, including landscaping, fencing, emergency vehicle
5 roadway design and location, etc., shall be subject to SPARC review and approval.

7 14. The Maria Drive 1/2 street section shall be modified to provide an eleven (11) foot
8 travel lane, a four (4) foot bicycle lane, -and a five (5) foot pedestrian pathway
9 meandering within a nineteen (19) foot landscape area. The proposed eight (8) foot
10 parking lane on Maria Drive shall be deleted except across the proposed Waugh
11 School frontage. "No Parking" signs shall be installed as required by the City
12 Engineer.

14 15. Tentative map/PUD approval shall become effective following City Council
15 approval and recordation of a (revised) development agreement between the
16 applicant and City which reflects all relevant conditions of tentative map and
17 development plan. .
