HomeMy WebLinkAboutResolution 90-311 09/17/1990~~S®ILlt10~1 N~. 90-311 N.C.S. of the City of Petaluma, California RESOLUTION AMENDING CLASSIFICATION PLAN TO ESTABLISH A NEW POSITION CLASSIFICATION OF PUBLIC SAFETY DISPATCH SUPERVISOR AND DESIGNATING IT TO UNIT 9, (MID-MANAGEMENT) BE IT RESOLVED that the Classification Plan and Compensation Plan as originally adopted pursuant to Resolution No. 90-Z09 N . C . S . , and the classification i=ides and spec2ficataons as adopted by Resolution No. 90-14'% N . C . S . , are hereby amended by establishing a classification of lublic Safety Dispatch Supervisor, (as attached hereto and marked Exhibit "A" and made a part hereof) . BE IT FURTHER RESOLVED that this action is taxen pursuant to Personnel Code ~ . 04.020 and Personnel Ru.lss and Regulations (Rule IV, Section 5) for classifications included in the Competitive Service of the Personnel Sysi~m, that the notice of this action has been properly posted ana that the City Manager recommends this action. NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 N . C . S . , as amended, is hereby amended to include establishment of the classification of Public Safety Dispatch Supervisor and assigning this classirication to Unit 9 (Mica-Management) , effective September 17, 1990, at a salary range of $2,574 - $3,129 per month. Under the power and authority conferred upon this Council by the Charter of said City. N.C.S. .; ~..,.~ aT ~' +~, ap, :ems,,. .~ PUBLIC SAFETY DISPATCH SUPERVISOR D EFINITIO N Under direction., supervises the Public Safety Dispatch Center and staff, while participating in the support of Dispatch Center activities; schedules, trains and monitr~rs employees involved with dispatching of police, fire and ambu]~nce units; performs related work as those supervised . ChASS CHARACTERISTIC'S This is the first supervisory level for public safety dispatch, responsible for planning, organizing,, supervising and reviewing the work of a group of Public Safety Dispatchers and performing difficult, complex and/or specialized public safety dispatch work . EXAMPLES OF DUTIES (Illustrative Only) Plans, organizes, supervises, reviews and evaluates the work of assigned staff on a day-tA-day basis; trains staff in work procedures and participates in the selection of staff; counsels employees regarding work performance and documents disciplinary actions,; assists in establishing goals and objectives for the Public. Dispatch :, Sectson;. participates in the compilation of budget figures and in the administration ,of the annual budget for the section; researches and assembles ,information from a variety of sources for the completion of forms or the preparation. of reports; prepares reports to State and Federal Agencies; provides information try the public or to City staff that may require the use of ~ju.dgment and the interpretation of po]icies, rules or procedures; organizes andmaintains various departmental files; monitors dispatch security; operates public safety dispatch equipment; processes or directs the processing of forms and records such as payroll records, purchase requisitions and orders and other materials related to the section; conducts briefings and provides daily instruction to staff; .responds to and resolves citizen complaints; prepares reports and records; testifies as .subpoenaed in court; may provide work direction to light duty staff. ,h ! . QUALIFICATIONS Knowledge of Basic supervisory princip]ss and practices Procedures, processes and terminology used in 911 pope, fire and related emergency- .radio and telephone communications Operation of communication equipment including telephone, radio, paging, computer and. related systems Use and basic capability of computerized dispatching, record and information systems Skill in: Planning, assigning, directing and reviewing- the work of others Training others in work procedures Remaining calm and exercising sound independent judgment and decision making in daily work activities: and emergency situations Commur>i~ating tactfully and effectively with the public, pubic safety personnel, and others Interpreting and applying procedures,. -regulations and policies Preparing, maintaining, filing and indexing ~a variety of reports, records and other written materials Operating dispatching center equipment including telephones, radios, pagers, computers and re]ated systems. Typing with sufficient speed and accuracy to provide efficient input to a computer terminal Other Requirements Must be willing tD work irregular and/or rotating shifts, holidays, and weekends as required. A typical way of gaining the knowledge and skills outlined above is: Equiva]snt to graduatign from high. school and .four years of experience in pub]i~ safety dispatching in a 911 system at a level equivalent to the City's. class of Public Safety Dispatcher. College Coursework in communications, criminology, fire science, and/or supervision is desirable .
