RESOLUTION OF APPROVAL APPOINTING THE 1VIEIVIBERS OI; THE PETALUMA
RIVER ENHANCEMENT PROJECT COlVIlVIITTEE
WHEREAS, the Petaluma City Council directed the Community Development
Department to solicit applications for the Petaluma River Enhancement Project
Committee; and
WHEREAS, forty-six applications were received; and
WHEREAS, the Petaluma City Council appointed a River Subcommittee to review those
applications and forward their recommendation to the Council; and
WHEREAS, the Subcommittee forwarded their recommendation to the City Council on
September 17, 1990; and
WHEREAS, the Council considered the subcommittee's recommendation on both
September 17 and 24, 1990;
NOW, THEREFORE, BE IT RESOLVED that the following fifteen (15) persons are
appointed as members of the Petaluma River Enhancement Project Committee subject to
their acceptance of the Committee's duties, as approved by the City Council:

Kathleen Doyle
John Fitzgerald
Jane Hamilton
David Keller
Michael Lind
Ed Love
Bob Martin
Chris McAuliffe
Greg Sabourin
Fred Schram
Skip Sommer
Royce Van Bebber
Ron Walters
And 1 Councilmember/Chair -Larry Tencer; 1 Planning Commissioner, Don Bennett; and
1 Music, Recreation and Parks Commissioner, Donna MacKenzie, for a total of 18
members.
BE IT FURTHER RESOLVED, the City Council hereby approves the Subcommittee's
recommendation of the Committee's duties, described in its September 17, 1990 report as
follows:
COMMITTEE'S DUTIES
The Petaluma River Enhancement Plan Project Committee is created as an advisory body
to the City Council, staff, and consultant(s) during preparation of the Coastal Conservancy-

funded Master Enhancement Plan. It is the committee's charge to insure the plan
presented to the Council for final approval presents a balanced program for:
waterfront development (industrial, commercial, residential, etc.)
. economic viability of waterfront properties
. public access to and along the river
- habitat enhancement and restoration
tourism
bank stabilization
. continued dredging
The citizen's committee may recognize, coordinate with, and comment on other river-
related projects and development proposals (e.g., Sonoma County water Agency Master
Drainage Plan, U.S. Army Corps of Engineers Payran Reach. feasibility study, River Oaks,
Marsh Enhancement Plan, etc.), but may not assume a managerial or regulatory role for
these or other specific projects.
The Committee's report to the Council may take the form of an endorsement or separate
critique of the draft master plan. Reports or statements representing minority opinions or
suggestions not included in the draft plan are permitted by the Council.
The Project Committee will dissolve upon Council adoption of the Master Plan.
