NOW, THEREFORE, BE IT of Petaluma do hereby adopt Care Committee. #19:resblaws RESOLVED, That the City Council of the City the proposed Bylaws for the Petaluma Child Under the power and authority conferred upon this Council by the Charter of said City. Ill MEMBERSHIP "AND' MEETINGS A. Membership: The Comm~itte'e ahal`l be made of .ten ..: ('10} members w~io shall 'be appo`nted,~.by the City .. Council,, plus the. Child Care'Coordnator and one ' ('1) appointed representative from the Petaluma Recreation,' Music and Parks Commission: 2 ' 1. Recrui meet of; Membership; The Committee w, l l make. every effort to encour--age priaspective -members :from the bus•riess community who are concerned with childcare issues to apply to the Child Care Committee. B. e. s: The term o the appointment shall~be for three (3) with a maximum'of two (2) consecutive terms,,, or six years. No: more than., three terms shall expire each year. When the term expires, that person may then :app_1_y to the City Counc-1 for membership on the `Child Care Committee;. The exception will be the Child Care Coordinator and the•~repr_esentatve from. the Recreation,, Music and Parks Commission will aYways be a member of the Choi ld Care Committee . • C. Termination: Membership on the Child Care Commi.tteemay be terminated at-any time by the Petaluma City Councl:. Any vacancy gccur;ng on tthe .Child Care Committee by reason of death,, resignation, or otherwise shall be~ fllefl in a `~ timely manner ;by an appointment made.: by-the:City Council QATLY. for the remainder 'of that; term.. .Any member absent for two (2j°unexcused meetings in a twelve month period will receive a letter from the. Committee Chair notifying them oaf the_r status,. F'o lowing a thrd~uriexcused absenee,,the member will be terminated from; the Committee. Notification of the vacancy will be forwaided to the City Clerk. , D;. Regular Meetings.;: Regular .meeting, of the Chi;Yd Care Committee sYiall be held. on the' `f.rst Thursday of; each month at.~:oo pm, at the Petaluma .Community ..Center at Lucchesi: Park. When any sfiich day is a legal holiday, the r-egular meet_ng.thereof will be . held on the followng~Thursday at the same time. E. Special Meetinq~;i Special meetings of the .Child Care'Commttee'may be called by the Chairperson at .any time; ith the request of any six members .of the Committee. Special meetings; may also be held whenever requested :by the Parks` and Recreation. Commission or•the City Council. F.. Notice of Meetings: Notice of all meetings of ,. Petaluma Child, Care Committee shall be, given 'by `mailing or telePhon~ng at 'least twenty-four.:hours. bef.or-e~ s.uch meeting to each member of the proposed 'meet°i~nq. Notice of. th'e meeting wi-1a include an agenda to; indicate-the nature of the business to be tr-:arisacted' at such meeting;. i .. 3 '` G. The Petaluma Child Care Committee may appoint such coinnittees from its membership as may be necessary for the proper conduct of its affairs: 'The members of such committees shall be'apponted by the Chairperson. Resource personnel outside the•Petaluma.Chld Care:Comm~'ttee may be utilized "in the~~ course, of implementing ~child'~ care strategies or plans in the. best interest .of Petaluma and upon. approval of -the Child Care ~Coiamttee . VI AGENDA AND ORDER OF BUSINESS A. The Chairperson and Ch•1d.Care .Coordinator shall .prepare ai agenda for eacti regular and special meetings= describing each item~of business to be consider.ed,~ a_%d the- Secretary shallfurnish a copy .of the agenda to the members at least 24 hours prior to th'e meeting. B. The order of busness~of th'e~Petaluma Child Care • Committee shall 'be generally transacted in the following order: 1)~~ Roll cal • 2) Reading or approval of minutes of preceding ::meeting 3) Publ~c'° comment (15` minutes maximum) 4) Petitions and Communications 5)• U_nfirrished business . •'6) 'New Business. 7) Staff. 'Reports • 8) Ad°journment VII. OFFICERS A. ~Y~ai-rperson: The Chairperson snail preside at all Child":Care Committee meetings and have general charge and supervision of the Committee's affairs. 4 'o The Chairperson shall have such other powers and perform such other duties as the Petaluma Child Care Committee shall designate. B, Vice'.-Chairperson,:. At the request of the Chairperson or in the event of h_i~s/her a:bsence_ or disability, the Vice-Ckiarperson..shall;perform any a~rid all duties of the Chairperson . They Dice- Chairperson shall have. such other power-s .and. perform such other duties as the 'Petaluma Child Care Committee sha"11 designate. C. Secretary: The Secretary of the Petaluma Child Car_,e Committee sha'll~ be .'the Child Care Cpordnator. as: assigned by ~ the, Director. of Parks and. Recreation. The Secretary shall notify all ' members of regular/special meetings.and keep the minutes. VIII. Elections The Chairperson and,Vice-,Charperson steal ~ be elected annually. They shall .be elected for 'a one year , ter,,m .beg.--inning on September 1'and continuing to.August 3l of•the following year. .Nominations steal-,1 be announced at .the July meeting; with elections held at the regulary scheduled meeting in August.. A1l,offcers will be. elected by majority vote. IX FISCAL AFFAIRS Fisca'1 Years The fiscal year shall be from July l through June 30th. ' X APPROVAL AND AMENDMENTS A. Approval,:. All pro~isons~set forth in these By- laws governing the operation of the Child Care Committee shall be pr.esented_ to the: Petaluma Recreation, Music ,and Parks Commis ion ~~an'dCity Council for their approval. When approved and 'adopted by a majority vote of.fhe..members of the Cty`Council,'theseBylaws shall became effective. B.
