BENTON INTRODUCED BY COUNCILMAN 214; Ye( Syr. j .:° -° and,/, SECONDED BY COUNCILMAN 4K./4- // ' • at a Regular: Meeting of the City Council of the City of Petaluma on the 19th day. of ' : ' : June ' . , 1972 , at the City Hall, Petaluma, California. WHEREAS , ROSCOE A. BENTON has heretofore submitted his resignation as Fire Chief of the City of Petaluma to become effective June 30 , 1972 ; which has been regretfully accepted by. this Council; and WHEREAS , this Council desires that an appropriate 're- cognition of his loyal and outstanding service be made a part of the permanent official records of this City; NOW, THEREFORE, BE .IT RESOLVED that this Council finds as follows : (1) ROSCOE A. BENTON, former Fire Chief of Lincoln , Nebraska, began employment as Fire Chief with the City of Petaluma on September 1 , 1966 , charged with the responsibility of bringing order. and efficiency into what then was a relatively disorganized department. This in a few chart years he did admirably , as is readily seen by his many accomplishments. He brought to this City a wealth of experience and skill which he 'passed on to the' members of his department with excellent success . He leaves behind him highly trained officers and' men well. prepared to handle all fire emergencies . (2) During his tenure as Fire Chief, perhaps his most valuable service to this City and its citizens was his complete reorganization of the Fire Department structure • so as to obtain maximum efficiency . The reorganization , to- gether with the institution of a new ,. different, interesting, and effective 'training program did a great deal for the health and welfare of our citizens. The lives and property of our people are how in better hands thanks to his efforts . (3) Not only did he build a better. department , but he did so at a time when the City was burgeoning.. The depart- ment grew from 20 men to 35 men while at the same time the City grew from 20 ;000 to 30 , 000. residents , a fact naturally increasing the burdens of fire 'protection. (4) Many improvements were instigated by him and carried out under his supervision. Among the more important were the building of Fire Station #3 , the addition to Fire Sta- tion 41, the installation of a new telephone fire alarm system, and the development of more efficient means of abating weeds . (5.) Others outside the City of Petaluma recognized and benefited from his talents as he was asked to serve, and did, on the Advisory Committee for Certification Program in Fire Service at Santa Rosa Junior College , and on the League of California Cities Committee on Public Safety. (6) By reason of his devoted public service , the City has immeasurably improved and can feel that the lives and property of its people are now in trained and capable hands .' BE IT FURTHER RESOLVED. that this Council, on behalf of itself and this Community it represents , regrets his resignation and retirement but nonetheless extends to ROSCOE A. BENTON its - 2 . deep appreciation and sincere wish that his retirement be most enjoyable , of long duration , and filled with pleasurable acti- vities. BE IT FURTHER RESOLVED that the City Clerk be , and she is hereby directed to forward to ROSCOE A.
