IMPROVEMENTS CONSISTING. OF TRAFFIC SIGNAL. CONTROLS AND THE CONSTRUC- TION OF ADDITIONAL TRAFFIC LANES FOR LEFT TURK STORAGE ON LAKEVILLE HIGHWAY. INTRODUCED BY COUNCILMAN afi& At An Meeting of the City Councilpf the City of Petaluma'on'ehe 8th day of August 1972 - PlA7Pi h,4LXEP/7 A7'/ WHEREAS, on May DI, 1.970 , the City Council of Petaluma adopted Resolution No. 5471 wh'ieh authorized the Director of Public Works to under- . take an area wide TOPICS study and on May 15, 1972 the Director of Public Works did submit .a :TOPICS. Plan and Study Report to the District Engineer, California Division of Highways. Said study report included numerous projects, however, .specifically included in this study report as the high- est priority project was the extension- of Baywood Drive to Lakeville High- way; and WHEREAS, -the priority for the construction of the extension of Baywood Drive between Lakeville Highway and Perry Road was substantiated by the high accident rate Consisting of three accidents within the Perry Road intersection between November 1971 and March 1972 ; and WHEREAS, the ;aver-age daily 24 hour, two-way traffic count on Perry Road, as record'ed.by, the' 'City in April of 1972, was. 5 ,270 vehicles per day and the -13-hour, twoway traffic was measured at 5 ,289 vehicles by the Division of Highways in May 1972 ; and . WHEREAS, the Division of Highways District. IV Traffic Engineering Staff confirmed that the intersection warrants traffic signal control as substantiated in a letter. submitted on May 23,, 1972 which reported that the traffic conditions at the existing Perry Road and Lakeville Highway inter- section met 100% of the "minimum vehicle volume warrant` and 92% of the "interruption of continuous traffic warrant" ; and WHEREAS, the Division of Highways plans to commence. reconstruc- tion of the East Washington Street interchange in Petaluma in the Spring of 1973 , at which time circulation across the. freeway will be interrupted by construction activities and numerous detours to accommodate the daily traffic in excess of 17;200 vehicles. which ' cross over the interchange and enter McDowell Blvd. destined Or originating: from the eastern portion of Petaluma; and WHEREAS, the staff of the City has corresponded and conferred with the State Division. of Highways' on numerous occasions regarding the extension, of Baywood Drive to Lakeville Highway (Route 11'6) originatingrFebruary 3 , 1969, with correspondence to. Robert T.. Martin, Assistant Secretary of the California Highway Commission and with a reply from Alan S . Hart, District Engineer , stating that it would be in order for the City to apply for State Highway Encroachment permit to cover the proposed intersection relocation; and 6 pi? i • WHEREAS, on. May 2,. 1972 , the. Director of Public Works submitted a geometric ,plan of the proposed intersection, attached with traffic counts , requesting that the Division of. Highways ehplete• the preliminary design for the traffic signal installation, at this intersection; and WHEREAS, the Division of Highways District IV Traffic Engineering Staff upon their review of the City' s geometric plan has recommended that the widening of Lakeville Highway include not only One left turn lane, but . two left turn lanes in view of the increased peak traffic as measured by their traffic count dated May 11 , 1972). and WHEREAS, the delay in the construction of the Caulfield Lane over- crossing by the' State necessitates that people living on the East side of Petaluma and commuting southbound enter the U.S. 101 Freeway at either the East Washington interchange or the Lakeville Highway interchange via. Haywood Drive and Perry Road and must make access through an open throated skewed 155° angle intersection at Perry Road. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Petaluma finds , directs and declares as follows: 1 . Traffic safety. and the avoidance of additional delay and con- gestion at the Washington Street Interchange .during its scheduled reconstruc- tion in 1973 and 1974 .warrants the immediate construction of an improved Haywood Drive extended to an intersection with Lakeville Highway (State Route 116) . 2 .. The City ' s existing total population of 30, 000 persons. with approximately one-half the total residing east Of the 101 Freeway, necessi- tates the construction of an improved BAyWOOd Drive extended to State. Route 116 in order to connect the population centers located on the east and west sides of the 101 Freeway before the scheduled (but delayed) completion of the Caulfield Lane overcrossing. - 3 . The City will complete plans , specifications , and contract documents for construction Of an improved BayWood -Drive extended to State Route 116 , including construction of a signalized intersection along with the widening of Lakeville highway (Route 116) to accommodate two left, turn lanes and traffic islands. •The City will finance 100% of the construction costs and award a construction contract in late 1972 , but hereby requests the California Division of Highways and the California Highway Commission to commit future budgeted' funds to reimburse the City for the State ' s share of the project. • 4 . After completion of construction the Division of Highways Is herein requested to maintain the traffic signals at the intersection and prepare a maintenance agreement for the 'City' s participation in maintenance costs, not to exceed 33 1/3o City liability for maintenance costs, i.e. , 1/3 under the power and authority conferred upon this Council by the Charter of.said City. j�\ COUNCILMEN VOTE Seconded by [......_.
