2 RESOLUTION APPROVING THE ISSUANCE OF A MITIGATED
3 NEGATIVE DECLARATION PURSUANT TO CEQA AND LOCAL
4 GUIDELINES FOR MISCELLANEOUS AMENDMENTS TO THE GENERAL
5 PLAN (INCLUDING CORONA/ELY SPECIFIC PLAN)

8 WHEREAS, the City Council considered miscellaneous amendments to the General Plan
9 text, Corona/Ely Specific Plan text and the land use maps of both the General Plan and
10 Corona/Ely Specific Plan; and
11
12 WHEREAS, the proposed amendments were based on requests from members of the
13 community and staff, and to better reflect Council policy that had evolved during review of
14 residential subdivisions in the Corona/Ely area; and
15
16 WHEREAS, ten such amendments .were considered by the Planning Commission on
17 October 9 and 23, 1990; and
18
19 WHEREAS, after a duly advertised public hearing on these matters, the Planning
20 Commission recommended to the City Council issuance of a negative declaration for these
21 amendments; and
22
23 WHEREAS, the City Council held a public hearing on this matter on November 19, 1990,
24 in which all testimony written and oral was considered prior to their rendering a decision
25 on this matter;

27 NOW, THEREFORE, BE IT RESOLVED that the issuance of said negative declaration is
28 hereby approved pursuant to the California Environmental Quality Act (CEQA) and local
29 guidelines for these General Plan amendments, based on the following findings:

31 1. The amendment does not have the potential to degrade the quality of the
32 environment, substantially reduce the habitat of a fish or wildlife species, cause a
33 fish or wildlife population to drop below self-sustaining levels, threaten to eliminate
34 a plant or animal community, reduce the number or restrict the range of a rare or
35 endangered plant or animal or eliminate important examples of the major periods
36 of California history or prehistory.

2. The amendment does not have the potential to achieve short-term to the
disadvantage of long-term, environmental goals.
3. The amendment does not have impacts which are individually limited, but
cumulatively considerable.
4. The amendment does not have environmental effects which will cause substantial
adverse effects on human beings, either directly or .indirectly.
5. The amendment is consistent with and further promotes the overall objectives,
goals, and policies of the General Plan and/or Corona/Ely Specific Plan and allows
the General Plan and/or Corona/Ely to more accurately reflect actual conditions
based on project approval records.
