AMEND THE CLASSIFICATION PLAN AS TO THE DUTIES AND EDUCATION REQUIREMENT OF. THE POSITION OF WATER POLLUTION CONTROL SUPERINTENDENT. AND ESTABLISHING A SALARY RANGE THEREFOR.-40, - D4 INTRODUCED BY COUNCILMAN at an adjournedneeting of the City Council of the City of Petaluma on the 10th day of October 1972 BE IT RESOLVED THAT • WHEREAS , .the City. Manager.,'. as the Personnel Officer. of this City,: 'has' 'subthitted to this. :Council a recommendation to change '. the duties' and educatidn'req:uirement of the :position of Water pollution Control Superin.tendent;. ;and WHEREAS, this'.Council: finds 'that :the notice-. of his. recommen- dation has been publicly posted as required bylaw; NOW,: THEREFORE.,: BE IT RESOLVED' that :the change in: duties; and education 'req'uirement of the Water. Pollution Control Superintendent is. approved 'and' the' salary range. is: e 'tabIi'shed as .$119.8' .- $145.7 ' per .month. with duties as hereinafter, set .forth'.. WATER POLLUTION CONTROL SUPERINTENDENT. 4 DEFINITION - .Under general direction ,, to plan,. organize and direct the . operation and maintenance. the City' s sewage treatment plant and related 'facilities:, and. to do related'work, as 'required. EXAMPLES. OF DUTIES Plans,. di•rects :and ,coordinates. the operation and maintenance of the. .sewage' '.treatment plant :and. sewer. 'lift stations; plans shift operations :to meet reuired conditions 'and: "assign's regular and special duties to plant operating personnel; . 'instructs staff in. proper operating and maintenance methods , supervises and personally performs a variety of .:routine and 'complex laboratory: ;tests and • . analyses on raw Sewage' and water; supervises: effluent and indus- trial waste monitoring program; supervise& a pre.ventative: main- tenance program .for the treatment plant and related facilities; maintains inventory of supplies., tools :and equipment;: writes; sp'eci-. fications ,for: equipment replacement;` prepares annual budget 'esti:-, mates: :for plant operations ; makes 'changes in. operational procedures �' 1'// • 2 - as required to insure: mmaxi•num plant efficiency.;- evaluates. the work of subordinate em ].bees , prepares re p orts and summaries of operational and maintenance `data;' res'pbnds .to eniergency calls as necessary; attends. various meetings and conferences; EDUCATION &` EXPERIENCE Graduation from college in chemical or civil engineering and two years experience in a wastewater .treatment organization or any equivalent :co'mbination of education and experience sufficient to qualify for certification as a Grade T Wastewater Treatment . Plant Operator. KNOWLEDGES AND ABILITIES — Knowledge of ,adiriinistration and operation of municipal sewage treatment plants and labbratories.;' knowledge of the operation of pumps,'_motors and related equipment including activated sludge operations; knowledge 'of the 'proper methods of lubricating, re= pairing and maintaining hydraulic and electrical equipment; knowledge of the principles of training and supervision ; ability to read and interpret gauges and recording devices reflecting plant operations; ability. to supervise and perform standard and specialized tests: of sewage; ability to supervise repairs and maintenance Of plantequi_pment; ability: to maintain' records and prepare .techn-ical reports:; ability. to: plan, train and, supervise plant operating personnel;' ability to establish 'and maintain effective and cooperative. Working relationships .. LICENSES' OR OTHER REQUIREMENTS Possession of a Wastewater. Treatment Plant Operator ' s.
