Resolution No. 90-406 N C.S. 1 of the City of Petaluma, California 2 3 4 5 6 7 RESOLUTION PROVIDING CONTINUED HEALTH BENEFITS 8 FOR COUNCILMEMBERS WHO LEAVE OFFICE EITHER UPON 9 RETIREMENT OR NOT RE-ELECTED 10 11 12 WHEREAS, City Councilmembers are provided during their term of office the 13 opportunity to participate in the City of Petaluma's basic health plan, vision care and dental 14 coverage for spouse and dependents; 15 16 WHEREAS, Councilmembers give to the City many uncompensated hours; 17 18 WHEREAS, many cities throughout the State of California offer continued 19 coverage to their Councilmembers upon retirement or not re-elected to office; 20 21 THEREFORE, BE IT RESOLVED that at the Councilmember's option, 22 exercised in writing within 30 days of departure from office, the City will cover costs of health 23 and medical coverage, dental program and vision care benefits after .retirement or non-re- 24 election for the Councilmember as follows: 25 26 1. One hundred percent (100%) for City Councilmembers who: 27 28 a. Have at least (8) years as a Councilmember; and 29 30 b. Retire or are not re-elected to office; and 31 32 c. Has reached the age of 50 years; and 33 34 d. Have been covered by a health insurance program for the three (3) 35 years immediately preceding their retirement or departure from 36 office before requesting coverage. 37 38 2. In the event the retired or non-re-elected Councilmember has not attained 39 age 50, coverage may be continued under the City's plan at the expense of 40 the former Councilmember. Upon reaching age 50, the City will pay the 41 costs pursuant to paragraph 3 of this resolution. It is the responsibility of 42 the former Councilmember to notify the City upon reaching age 50. 43 44 3. Any eligible Councilmember may choose from whatever health coverage 45 plan is available to the City, but the City will pay only the premium 46 amount of the least expensive plan available. 47 48 4. In the event the eligible Councilmember has other health insurance 49 benefits, the Councilmember may elect not to continue the City coverage, 50 but instead the City will contribute an amount not to exceed the premium 51 amount established in paragraph (2) above towards the premium of the 52 eligible Councilmembers plan not to exceed 100% of the plan premium. 53 Benefits authorized by this section are subject to the requirements of 54 Section l.d. of this resolution. rz~~s. The benefits provided' in thls resolution insofar as the-y .may be applicable, 3 shall be effective upon adoption of this resolution. 4 5 BE IT FURTHER RESOLVED that the City Manager is authorized and directed 6 to be responsible for the appropriate administration of this-'resolution and to provide the City 7 Council periodic- reports of costs. incurred by the City .for the benefits provided hereunder. 8 Under the power and authority conferred upon this Council by the, Charter of said City.
