30 1. Discussion Regarding LOK Marina Hotel Development Group and City
31 Participation in Financing for a Three-Star/Four-Diamond Rated Hotel.

33 Council supported the project and asked the developers and/or their representatives to
34 provide a memo that addressed the repayment schedule, the terms, what the net was;
35 and an asset statement for LOC; L.L.G.

40 Michael Allen, Central Labor Union, stated the developer was in favor of employing
41 union employees. for construction and services when developed. They anticipated
42 signing an agreement with the developers very soon.

1 Council Member Cader-Thompson was happy, that Union workers would work on the
2 project but asked whether non-union persons would bb paid the prevailing wage. •

4 Mr. Allen replied, "yes"; they were working toward that in the agreement.

6 Andy Lee, Hotel/Restaurant Union representative, spoke regarding the benefits of
7 union employment at this project.

9 Marty Beckett, North Bay Labor Council and Federation of American Teachers, spoke
10 in favor of the project labor agreement and card check neutrality agreement,and,noted
11 this project.would.`be,:the.first union hotel in the North Bay. As such, the strength of the
12 union would back the project via conferences; meetings, etc., and benefit the
13 community because of the wages/benefits the workers would receive. Together,
14 through a collaborative process, business and labor would' be a benefit to the
15 community.

17 Jim Burchfield, LOC partner, indicated the lead-time to order steel was 1:8 to 21 weeks
18 from the date ordered. A decision by Council next week would really help. The desire
19 was to begin operations by next June. He continued that the.developers had received a
20 number of bids but they came in "high" due to the boon economic times. 'What was
21 critical was to get the steeL in while the ground was firm. Then they would move
22 forward with trying to get reduced bids and employ union workers. He stated that the
23 developers had raised $5 million; $1 million.of which was Lok's.personal money. They •
24 were at risk if ordering the steel without a commitment from the Council to lose.!$200K
25 prepayment and a penalty for failure to take delivery.
