Resolution authorizing adoption of Haz-niatArea Plan
.Summary Statement:
The "Operational Area Haz-mat Incident Response Plan" is developed on a county-wide basis and
outlines procedures to follow in the event there is a major hazardous materials release within the city
limits. It describes objectives for ,pre-emergency preparations and establishes criteria/guidelines for
coordinated and integrated responses to hazardous materials incidents, releases or threatened releases.
As such "Administering Agencies" (a designation granted to the_Fire Department by the City Council in
1986) must review and readopt the,document-every three years. The document has been reviewed by fire
personnel and meets the parameters for Haz-mat responses In the City of Petaluma. This is the 2000
revised version, replacing the existing 1997. document.
A copy of the plan is available for review'inthe.Fire Marshal's Office.

ADOPTING THE SONOMA-COUNTY
2 OPERATIONAL AREAHAZARDOUS:MATERIALS'
3 INCIDENT RESPONSE PLAN,MSD AUTHORIZING THE
4 .FIRE DEPARTMENT TO CONTINUE SAID DOCUMENT.AS A GUIDE FOR
5 OPERATIONS AT HAZARDOUS MATERIALS INCIDENTS

7 WHEREAS, the ,City of Petaluma has designated itself as the `Administering Agency" for the
8 purpose of administering,certain provisions of the California Health and Safety Code relating to
9 hazardous materials; and

11 WHEREAS, Health and Safety Code Chapter 6.95; Article I, :Section 25503(d) requires each
12 administering agency to certify to the State Office of Emergency Services that the agencies area
13 plan has been reviewed triennially; and
14
15 WHEREAS, the City of Petaluma participates in a cooperative effort with the Sonoma County
16 Office of Emergency Services in the development and maintenance of:a county-wide hazardous
07 materials incident response plan; and - -

19 WHEREAS,, Health and Safety Code Section 2502(b) provides- that a City may assume
20 responsibility for the implementation of Chapter 6.95 of the California Health and Safety Code
21 regarding the handling of hazardous materials within thistjurisdietion;

.23 NOW, THEREFORE, BE IT RESOLVED, that: '
. 24 1. The City of Petaluma, by-adoption of Resolution 86-129; authorizing the Fire Department to
25 be designated as an administrating agency.

27 2. The Petaluma City Council hereby adopts the "Sonoma County Operational Area Hazardous
28 Materials Incident Response Plan," dated August 2000.
