Dear Mayor Thompson, Mr. Stouder and City Councilmembers,
On behalf of the Petaluma River Committee, the Petaluma Visitors:Program and for the 50 people who
attended a Community River Action Meeting h eld in late September, thank-you for sending City Staff
representatives to participate-iii'this.meeting. -
Tom Hargis,.Director of Water Resources and Conservation',gave,an outstanding presentation and
update about the funding issues for dredging; as well as many other issues related to the health and
vitality of the Tuming:Basin,and River. Also,Sergeant Mike Cook was,informative about the safety and
security issues the Petaluma Police handle-at,the Turning Basin. Jim Can also participated as a long-
standing member of the Petaluma River Committee. It wasphelpful too, that both Supervisor Mike Kerns
. and Congresswoman Woolsey were both represented.
A copy of the minutes and the attendance list of the September meeting are attached for your
110' information. It:truly was encouraging-to have more than 50 people attend at an such an early hour to
create an action plan and think together about the best way to formalize a"River Authority." Please
note the enclosed invitation for'the next River Authority meeting, scheduled for Wednesday,
January 17th from 7:30—9 a.m. at the Petaluma Yacht Club.
We will be contacting Supervisor-Kerns to coordinate with his already existing efforts regarding the
Petaluma River, and to seek assistance with forming the multi-agency Petaluma River Authority.
The community would very much appreciate the continued involvement of City Staff such as Tom
Hargis and Sgt. Mike Cook; it our hope that one or more City representatives or a councilperson could
participate on a regular basis.
We will keep-you abreast of the groups' progress, and will look forward to the City's involvement with
exploring the-formalization of the Petaluma River Authority(i.e: should it be a City Commission, have
formal by laws -- or is this needed).
. We will forward invitations`to the January 17th meeting to City. Staff who were invited to the September
20th meeting; but seek your direction as to thebest representative'from the City for the Petaluma River
Authority. Thank you for your"participation.

Dear Friends of the River,
The Petaluma River Committee and Petaluma Visitors Program,will beholding the
first "Petaluma River Authority" Meeting in January. The purpose of this meeting
is to discuss the formation and formalization of the River Authority and resulting
action plans from the late September meeting, thathad more than 50,people-in
attendance.
The meeting will be held on Wednesday, January 17th, 7:30 a.m. —9:00 a.m. at the
Petaluma Yacht Club. The Petaluma.River Committee meets regularly the third Wednesday of
each month at theYacht Club.
All of the over 50 participants who attended the late September meeting are invited; as well as
representatives'from the agencies identified as essential to the success of the River Authority. Business

Downtown Association-Board, Petaluma Yacht Club, City Councilmembers, Petaluma Police
Department, and,staff at the City of Petaluma have also been invited.

River Action Meeting Generates New Community Goal:
Creation:of"the "Petaluma River,Authority"
IVlinutes and Summary •
On Wednesday, September 20th while the early morning light was still casting hues of pink on the
downtown Riming Basin, community leaders and friends of the Petaluma River met at the Petaluma
Yacht Club to design anaction'plan to support goals related to the:health of the River. A consensus
about the priority of concerns and issues were reached, with one main directive,clearly sounding
from the group: create a Petaluma River Authority. The River Authority would be a synthesis of all
community partners and would provide the,inter-agency interaction required to bring projects to
completion.
The meeting was organized by the Petaluma Visitors Program in conjunction with the PACC
• River Committee; and was suggested after several speakers presented concerns about the river to the
Petaluma Visitors Program Board. Since the number of?leisure boaters was down over 30% in the first
half of this year, many merchants and members of the Visitors Programvand community are concerned
about the potential loss of business.
With fifty people in attendance, many organizations and=communityviewpoints were well represented.
Representatives of the Petaluma Visitors Program Board, Petaluma River` Committee, Petaluma Yacht
Club, Petaluma Chamber'Board;the Petaluma Downtown Association Board, City of Petaluma Staff,
Petaluma Police, Sonoma County Sheriffs Department, and TheSea'-Scouts attended. Commercial and
industrial uses of the river were outlined by Mitch Lind of Jericho;Products, Inc., and by Richard Mogel
of PomeroyCorporation.
From the political arena, the District Director.of Congresswoman Woolsey's office, Wendy Friefeld, and
Administrative Aide for Sonoma County Supervisor Mike Kerns'"office, Tricia Dewitt were also there
to offer support. Not in attendance at the meeting, but desiring to-be involved in-any future Petaluma
River plans, is the new Planning Director for`the Golden Gate>BridgeDistrict, Alan Zahradnik. Mr.
Zahradnik, who after discussing the outcome of the meeting,said he would'look into ways the GGBD
could support the efforts. The Executive Director of the North-Coast Railroad Authority, Max Bridges
has also indicated an interest-in following developments of the Petaluma River Authority. (The ACRA
is the operator of freisht Service on the Northwestern Pacific Railroad.)

Wendy Friefeld, District Director for Congresswoman Woolsey's•Office relayed that"the"City of
Petaluma is well-known in Washington" and that she had met Tom when he was working on,behalf of
the Flood Management Project. She thought that the funding for dredging would be "unlikely this year"
since the Congressional session ends October 6`h. She.suggested that the best way. to produce funding is
to have the request supported and submitted in the:President's budget which is formulated at the
beginning of 2001. She said she would help check on having the dredging be an"add-on" request on the
wish list for any surplus funds.
Mitch,Lind;of Jericho Products, Inc. spoke of the importance of the commercial tonnage hauled on
the river as the primary criteria for the Army Corps of Engineers to approve dredging actions. He has
been consistently producing letters to sixteen different agencies with the hopes of securing a higher
priority for dredging of the Petaluma River. Jericho Products, Inc., is steadily increasing their tonnage,
and envisions the upward trend toward growth to continue. Mitch also reported his dissatisfaction and
the dissatisfaction of other River Committee.Members at the ninety-day time frame fora response from
Congresswoman Woolsey's office. He also expressed concern with their stated response of"we will
look into the matter."
Richard MogePof Pomeroy Corp. addressed those persons present by saying that he has been in
business on the Petaluma River since 1945, and that the last four years has seen a remarkable increase in
his business. Pomeroy Corp, is very much involved in,hauling for large-scale improvement projects
such as the San Mateo widening project, and the Richmond— San.Rafael Bridge retrofit'project, and the •
SFO Airport. In the last eighteen months alone they have done over 250 loads of 500-ton individual
barge loads. They obviously have to operate with the fluctuation of high tides;and are•appreciative that
their neighbors have'been tolerant of their off-hours work scheduling.
Gardner Bride of Petaluma Coffee & Tea Company, The Petaluma Yacht Club and.the River
Committee reported that on a recent exploratory,cruise on the river, he filmed.a_,video which visually

some of the problems and concerns on the river. The video is fifteen minutes in length,•and
shows abandoned and sunken vessels, live aboard vessels and other potential problems. Gardner offered
to show the video=after the meeting and agreed to write,.a summary of the findings of the'expedition.
Jessica Vann Gardner, Executive Director of the Petaluma.Visitors Program explained that the
• Visitors Program is responsiblefor marketing, advertising and:promoting the Turning Basin and Leisure
Boating as one of the main attractions in Petaluma. As a "Victorian Riverfront Town", Petaluma has
recently been given the title of"One of the Top Ten Leisure Boating Destinations in Northern
California" (by Latitude 38'Magazine). For all the promotion programs and dollars spent to attract.
visitors to our Historic Downtown and riverfront, Jessica is seeking.some assurance that the
infrastructure of the Rive: and Turning Basin will be attractive and be able to effectively accommodate
the needs of the public.
Figures were given of the economic impact of the leisure boating community to Petaluma which is
estimated at S500,000 - S600.000 per year, and•it was noted that the boating traffic has substantially
decreased in the first half of this year versus last year. (31% decline from January 2000 vs. 1999
January June.) Jessica.stressed the importance of being prepared for the luxury wine country cruises

It is envisioned that separate sub committees will need to be working simultaneously on the Priority
Issues noted.here. You will be notified of all upcoming meetingsrand sub committee meetings related to
' the creation of the Petaluma River Authority, You may desire to participate on one, or more than one
sub committee.

G Some ideas were offered, but all present suggested a.sub committee to focus upon short tern
and longterm funding issues to facilitate the projects that follow. The idea of an assessment .
district was suggested to help raise funds.

On January 23, 2001 at the DoubleTree Hotel in Rohnert Park in the CotatifBodega=Room at 4:00 p.m. to
5:30 p.m. the local Sonoma County Housing Trust Group has arranged for you to hear:
Mary Brooks*, Director of the Housing Trust Fund Project.
* A nationally recognized expert on the Formation of.Housing Trust. The Housing Trust Fund
Project is:a non-profit organization funded by Public and Private Foundations to foster the
Housing Trust Concept. Ms. Brooks is a highly sought after`speaker on Housing Trusts and
we are fortunate that her schedule allowed her to come and speak to us.
Ms. Brooks is currently working with Alameda and San Mateo counties on setting up
Housing Trusts. In her presentation she will give tactical infounation on how Housing
Trust's are formed and how they operate throughout the nation.
Ms: Brooks has:a Masters Degree in City and Regional Planning from,Ohio State University •,
and-provides technical assistance to the non-profit community.
Please note this meeting is in addition to the January 26, 2001 meeting for the Housing Coalition
Organizations and others who are involved in the creation and implementation of housing'trusts throughout
the country.

Ms. Brooks is a published author of A Workbook for Creating A Housing Trust Fund and a,quarterly
newsletter.about national housing trust progress.
