My name is Kevin Kroh,my wife Jennifer;and`I are Petaluma natives,having been-raised there,attended local schools and graduating from Casa=Grande High School in 1979: We currently live in Santa Rosa with our two sons Alex and Eric. We have owned A-C Taxi Service since 1996 and pride ourselves on being locals and providing service withthe local;touch.Sonoma County residents expect. We feel we can offer your community the courteous,efficient and reliable service your residents deserve. Because we are both from Petaluma we have an excellent knowledge of the area,schools, streets and the • needs of the community. As well as having many friends, family members and a local face to put with the A-C Taxi phone number.Jennifer and I"work full time at A-C'Taxi'and are always available to speak directly with anyone who needs 011T services. It's our intention to not only offer reliable taxi service,but to also offer on call handicap van taxi service to Petaluma residents with special needs.We will have available in Petaluma a ramp assisted ADA approved van passengers can call should a standard taxi be unable to meet their needs. We plan to have to have this service available by the end of our third month of service in Petaluma. I understand A-C Taxi is not the only service attempting to secure taxi permits from the city council. I can assure you we are the right choice to add some much needed competition and reliability to the local taxi situation without adding too many cooks the taxi service stew. EXECUTIVE'-SUMMARY; The City has received an application, from Kevin T. Kroh of A-C Taxi Service of Santa Rosa (a transportation company located in the City of Santa;Rosa), requesting approval of,a'Certificate of Public Convenience.and Necessity to authorize the operation of a 24-hour, 6-cab taxi;service inside Petaluma city limits: A-C Taxi'Service of Santa Rosa will continue to store the A-C Taxi Service cif:Santa-Rosa taxis in Santa Rosa. The base for all operations, dispatch and vehicle storage, wilibe"in'Santa Rosa. 2. BACKGROUND: Petaluma Municipal Code Chapter 14.20 regulates taxicab operations addressing' the number of passengers, routes, fares, etc. Chapter 14.08.070 limits the ratio of taxicabs to city population, the number of which may not exceed one cab per fifteen hundred persons within,the city. Based on the California State Department of Finance's Population and Housing estimates of California Cities and Counties, the population of Petaluma is 52,985. Therefore a maximum of 35 taxis may operate within •the City. There is currently only one taxi company operating in the City of Petaluma (A-1, which includes Yellow Cab, Belaire Cab, Radio Cab); they possess 18 Certificates of Public Convenience and Necessity in total. On August 8, 2000 staff received an. application from Gary and Paula Brown (Hometown ,Taxi)• requesting-6 certificates; on August 9, 2000, Max;Jacobsen (Rohnert.Park'Taxi)o-;requested•5-certificates, and on September 6, 2000 Kevin Kroh (A-C Taxi Service of Santa Rosa) requested 6 to 17,certificates. On September 13, 2000 Mr. Jacobsen filed an amendment to his application by requesting-an additional 4 certificates for a total of 10. Given that there are only 17 Certificates available,staff requested advice from the City Attorney as to how to recommend distribution of the certificates to council, and in what - order to calendar the requests. It was the'City Attorney's advice to,.adhere to'the order•the applications were received:, Therefore, staff'is presenting-these:requests as follows: Hometown Taxi/6 Certificates, Rohnert Park Taxi/5 Certificates, A-C Taxi Service of Santa Rosa/6 Certificates. It should be noted that with all companies involved, the permits when issued would be at the prescribed limit for the City of Petaluma. Per Petaluma Municipal Code 14.16.020, the,Police Department has performed the required background investigation of Kevin T. Kroh. The mechanical fitness, safety, cleanliness, appearance of each taxicab will be checked by Police personnel prior'to commencement ofoperation. Mr. Kroh has:provided°the City with satisfactory evidence of insurance. Therefore, the Police Department is able to forward its recommendation to the City Council that A-C 'Taxi Service of Santa Rosa be issued a Certificate of Public Convenience and Necessity. 3. ALTERNATIVES: a. AdoptResolution to approve a Certificateof Public Convenience and Necessity for Kevin T. Kroh:to• operate A-C Taxi Service of Santa Rosa, a 24-hour, 6-cab'taxi.service inside Petaluma city limits. 2 b. Adopt resolution to deny a Certificate.of Public• Convenience.and Necessity for Kevin T. Kroh to operate•A-C.Taxi Service'of Santa Rosa,a 24.hour-, 64cab taxi service inside Petaluma city limits. 4. FINANCIAL IMPACTS: N/A yr CONCLUSION: • • Based on the information provided bytthe applicant, and the data researched by the Police Department, it is recommended that,the City Council issue a Certificate of Pubhc Convenience and Necessity to Kevin T. Kroh authorizing the operation of A-C Taxi Service of Santa Rosa, a 24-hour, 6,cab taxi service inside Petaluma city limits. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESSOR COMPLETION: Certificate of Public Convenience and Necessity will be issued. 7. RECOMMENDATION: Staff recommends that the City Council approve a Certificate of Public Convenience and Necessity for A-C Taxi Service of Santa Rosa based on the following conditions: 1. A-C Taxi Service of Santa Rosa shall comply with all applicable provisions of Petaluma Municipal Code Title 14. 2. This Certificate of Public Convenience and Necessity is hereby issued to A-C Taxi Service of Santa, Rosa authorizing the 24 hour per day operation of, six (6) taxicabs inside City of Petaluma city' • limits. All cabs shall be stored outside City limits. The dispatch center shall be located outside City limits. 3. The fare rates as proposed,by the applicant are hereby'fixed,. and may only be changed by City Council action. They are: 52,00 at the flag drop, $2.20 per mile-for the general public and $1.80 flag drop and 12.00 per mile for senior"citizens. Wait time shall be at the rate of$22.00 per hour. A-C Taxi Service of Santa Rosa considers anyone 60 years of age or over to be a:senior citizen. 4. The six (6) vehicles owned and operated by A-C Taxi Service of Santa Rosa shall be inspected by the Police Department prior to operation inside City limits. Any defects uncovered during the inspection shall be corrected and the vehicle re-inspected by the Police Department. The six (6) taxis owned and operated '6y A-C Taxi Service of Santa Rosa shall be subject to their annual inspection June 30, 2001. 5. Any proposal for increase in the number of taxicabs shall be reviewed and approved by the City Council before expansion of service is made. 6. Certificates-issued to owners of taxicab companies and automobiles for,hire may be suspended, or revoked by the Council for violation of any the terms of such certificate or for misuse or abuse of the privilege thereby granted. 7. All drivers of A-C Taxi Services of Santa Rosa vehicles shall be subject to a background • _investigation prior to application and issuance of a (taxi)' driver's license.
