Andrea Mackenzie.
Summary=Statement:
• The City Council, on June 26, 2000, directed. City Management to commence discussions with the
property owner's representative and the Open Space District to initiate purchase of the site. City
• management made those contacts,, arranged for several field visits to the McNear Peninsula with a
number of potential funding agencies and commenced the process to complete the preparation of a"land
appraisal in accordance with the requirements of the Open Space District. City management also
completed the environmental review of the purchase (see Notice of Exemption, attached to SCAPOSD
application). After meeting with the new SCAPOSD General Manager, Andre Mackenzie, in December
2000 the City was presented with an opportunity to present the McNear Peninsula purchase to the
SCAPOSD Advisory Committee at their January meeting. The.attached grant application was prepared
and submitted.
On January 18th, 2001 City Management (Pamela Tuft and Jim Carr) attended the Advisory Committee
meeting to present the project to the Committee. By unanimous vote, the Committee recommended
funding of the project within the Acquisition 2000 - matching grant program. The Committee's
recommendation will more forward to the Open Space Authority and the Board of Directors (the Sonoma
County Board of Supervisors).

Resolution authorizing City Manager to submit formal application
for a $2 million matching funds grant from the
Sonoma County Agricultural Preservation and OpenSpace'District (SCAPOSD)
to fund acquisition of the central portion of the McNear Peninsula
1. EXECUTIVE.SUMMARY:
The City Council, on June 26, 2000, directed City Management to commence'discussions
with the property owner's representative and the Open'Space District to initiate purchase
of the site. City management made those contacts, arranged for several field visits to the
McNear Peninsula with _a number of potential funding agencies and commenced the
process to complete the preparation of a. land appraisal in accordance with the
requirements of the Open Space District. City management also completed the
environmental review of the purchase (see Notice of Exemption, attached to SCAPOSD
• application). After meeting. with the new SCAPOSD General Manager, Andre
Mackenzie, in December 2000 the City was'presented with an opportunity to present the
McNear Peninsula purchase to the SCAPOSD Advisory Committee at their January
meeting. The attached grant application was preparedand submitted.
On January 18th, 2001 City Management (Pamela Tuft and Jim Carr) attended the
Advisory Committee meeting to present the project to the. Committee. By unanimous
vote, the Committee recommended funding of the project within the Acquisition 2000 -
matching grant program. The Committee's recommendation will more forward to the
Open Space Authority and the Board of Directors (the Sonoma County Board of
Supervisors).
The formal application, to be forwarded through the Open Space District process,
requires a formal Resolution by City Council (see attached). Should the Open Space
and the Board of Directors approve the application, the City will enter into an agreement
with the Open Space District to receive the funds. The approval of the grant application
will allow the City to leverage the SCAPOSD grant funds toward obtaining other grant
funds (i.e.: Department of Water Resources; Coastal Conservancy, Regional Water
Quality Control, etc.).
The required land appraisal is currently underway, pending completion of a required soils
report (the.Peninsula is primarily fill material). 'Upon completion of the geotechnical
(soils) report, the land appraisal and the application approval, the agreement with •
• SCAPOSD will also allow the City to begin negotiations for purchase of the land.

• 2. BACKGROUND:
In 1996 the, Open Space District assisted the City in purchasing the First Phase of the
McNear Peninsula Park, consisting of 10 acres; an area which includes the head of the
McNear Channel and a section that abuts Copeland Avenue and wraps around the
McNear Channel to the east near Hopper Street and to the west, along the McNear
Peninsula, to the property now being pursued -for ,purchase. Concurrent with the
purchase, the SCAPOSD assumed a conservation easement on the acquired.property. In
addition the SCAPOSD assisted the City in obtaining title to the Alman Marsh property,
located at the west end of Casa Grande Road at the River; that property also now
protected by public ownership and a conservation easement.
The existing General Plan Land Use Map indicates the McNear Peninsula as a"Proposed
Park". The General Plan (Parks, Recreation, Schools, and Child Care Element) includes
the following text applicable,to the Peninsula:
Policy 5: The City should provide park sites.to.respond;to the needs of a diverse
population. These needs include creekside systems; trailways for pedestrians,
joggers, and bicyclists, and non-traditional types of recreation such as habitat
restoration projects; community gardens; and skateboarding
The Peninsula, if developed in accordance with the River Plan, has the opportunity to be
a 35-acre park, easily accessible:by all citizens with amenities such as restored marsh and
marine habitat, waterfront picnic areas, river overlook docks and migratory bird habitat.
Program (7) Consider acquiring and developing 'McAlear Island for recreation
uses. Insure a view of the river, and provide bicycle and pedestrian paths.
The `Island' (physically a peninsula) was created by the dredging of the McNear Channel
and consists primarily of fill material. Excerpts from the River Plan provide for bicycle
and pedestrian paths circling the peninsula.
The River Access and Enhancement Plan, adopted in 1996, includes the McNear
Peninsula in the Downstream Segment. The development of'a public park on McNear
Peninsula weighs heavily in this Plan. From the quote of a community workshop
participant in 1992, "McNear, Peninsula is ideal for an urban riverfront park - great
potential for marshland development...." to the specific text and cost estimates (1995
dollars), McNear'Peninsula is recognized as a unique setting. Quoting from the Plan, the
history of the Peninsula is offered, "Long used for.livestock grazing, it thrusts a.flat3,200
foot long treelesslandform into the heart of the river. Visitors to the peninsula are treated
With striking panoramic views of the downstream industrial activity, river shorelines,
central Petaluma and its hills to the west, and the Sonoma Mountains to the east."
Finally, within the River Plan; the following text is devoted to the McNear Peninsula:

"McNear Peninsula presents°an extraordinary opportunity development of a
• distinctive community recreational facility and visual focal point. This land's
unique attributes — its open-landscape, extensive,river frontage, proximity to
downtown, andviews of'riverfront industries and hills surrounding the valley—
are very special and.will'become a regional draw. In addition to developing
• upland and waterfront recreation facilities, this plan recommends creating a salt
marsh-habitat around the:perimeter of the•peninsula, as an educational feature.
Development of a distinctive river park in the heart of the city would also
stimulate increased development of river-oriented commercial activities,
especially on the river banks nearest to First Street."
Excerpts from the River Plan . pertaining to the potential improvements for McNear
Peninsula. were included in the application package•to SCAPOSD (see attached).
• The McNear Peninsula also receives recognition in the.Draft Central Petaluma Specific
Plan and an important open space component to the ongoing preservation, enhancement
and economic health of the central area of the community.
Last, the McNear Peninsulais°identified within the Sonoma County Ag Preservation and
Open Space District Acquisition Plan 2000 (addressed in more detail within a separate
Agenda Bill).
. 3. ALTERNATIVES:
• Adopt Resolution directing City Management to ,submit an application for a $2
million Sonoma County Agricultural 'Preservation and Open Space District
matching funds grant
• Adopt Resolution directing City Management to•submit application for a specific
project other than contained in this report (recognizing deadline is February 28th,
2001)
• Decline to submit application for this funding program; discuss project ideas for
submission for possible future funding cycles
4. FINANCIAL IMPACTS:
Preparation of this. Agenda Bill, SCAPOSD application packet, marketing and
presentation materials and conducting of tours is estimated to have taken approximately 5
days. If the grant is awarded contract execution and administration of the grant is
anticipated to take approximately 400 person hours.by City General Plan Administration,
Parks and Recreation and Finance management. Total in-house expenditure of employee
time is estimated at $55,000. Grant funds would be utilized to pay for any outside •
contract services for such tasks as preparation of bids and specifications, construction,
construction supervision/inspection. Additional grants to be pursued to assist in this
• project may be available for future`in-house grant administrative fees.

5. CONCLUSION:
Although not-anticipated in the Tasks outlined in the General Plan Work Plan, this grant
does have the potential to provide an important link in the restoration of the Petaluma.
River. Implementation of the River Plan and the existing General Plan has been
recognized as City Council priorities for several years. This one project could serve as a
central jewel to the chain of.public access pathways from the River at the center of the
City outward along the creeks and waterways to ring the City within the Urban Separator
and outward beyond to County and State recreational facilities such as Putnam Park and
the Old Adobe Historic Park.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Completion of an acquisition effort for the 21-acre central portion of the McNear
Peninsula followed by commencement and completion of a Park Master Plan for
improvement and enhancement of the Peninsula.
7. RECOMMENDATION:
• Adopt Resolution authorizing City Manager to submit formal application for a $2 million
matching funds grant from the Sonoma County Agricultural Preservation and Open
Space District (SCAPOSD) Grant to fund acquisition of the central portion of the
McNear Peninsula, consisting ;of approximately 21 acres; authorization to execute
agreement with SCAPOSD if grant application is shccessful; and, authorization to pursue
additional grant funds from various funding agencies for costs associated with the land
purchase, park improvements and:environmental site enhancements of McNear Peninsula

Project Description:
1. Project goals and specific tasks forwhich grant wi 1,be.used.
The owner of the central portion of the McNear Peninsula, approximately 20 acres in area has recently
listed the property for sale. In 1996, the City concluded the purchase of the northern portion of the
McNear Peninsula, approximately 10 acres,adjacent to the lands of,Jerico Products, with assistance from
the Sonoma County Agricultural Preservation and Open Space. District. The parcel now offered is
located adjacent,and to the south of the:City-owned parcel. Acquisition of this parcel would complete
public ownership of the McNear'Peninsula, with the exception ofrthe 3.5 acres at the southern tip of the
Peninsula.
The proposed acquisition bf the 20-acre central portion of the McNear Peninsula meets the stated goals

of the Sonoma County Agricultural Preservation and Open Space District in that it serves local open
space, community recreation, and public access opportunities. McNear Peninsula is identified as an
acquisition priority in the recreation component of the District's- Acquisition Plan 20001 McNeal-
Peninsula has been designated as a proposed parkin Petaluma's General Plan since the early 1970's, as
a central component of the 1996 Petaluma River Access and Enhancement Plan, and in the Draft Central
Petaluma Specific Plan now being considered foradoption by the City.
The City of Petaluma has four primary goals in acquiring the McNear Peninsula: public ownership,
habitat enhancement, interpretation and education, and recreation. The McNear Peninsula represents an
extraordinary opportunity for the development of a distinctive community resource. The land's unique
attributes — its open landscape, extensive river frontage, proximity-to downtown, and views of riverfront
industries and hills surrounding the valley — are very special and will become a regional draw serving
the citizens of Petaluma, Sonoma County, and beyond.
The Petaluma River Access and Enhancement Plan, adopted May 1996, addresses the acquisition and
improvement of the McNear Peninsula with the'following'text:

Future improvements could expand.rowing:and sailing opportunities in the McNear'Channel (east side
of the Peninsula), development of a.smail pavilion on•amphitheater for-small-Scale special events (on the
first phase area of the Peninsula), and expansion of off site parking improvements.
Public access to the McNear Peninsula and its surroundings Would be enhanced by the provision of
interpretive facilities. There are many unique aspects to this'natural and,historic area, such as: habitat
restoration techniques; marsh inhabitants and The importance of the ecosystem; transportation history
(e.g. the convergence of water, tail, and hiahwav for shipping); historic architecture; and nearby
industrial operations and the products they create;.and their destinations. •
Plans for recreation call for uses of a passive character that do not require structures, bright lights, or
other improvements that would destroy. the Peninsula's unique sense of openness and remoteness or
distract from the dramatic views. Potential features include access to and from the river for recreational
boating and fishing, a riverfront trail system—for bicyclists and pedestrians, and open fields for
picnicking, kite flying; nature observation, public gathering, and informal field games,

Organizational Statement:
On June 26. 2000 the City Council discussed the potential purchase of 20 acres of McNear
Peninsula. The Council directed staff to commence discussions with the owner's representative
and the Sonoma. County Agricultural PresetVation and Open Space District. Councilmembers
indicated strong support for the acquisition and implementatibn'of the adoption plans pertaining
to this site.

SOn February 5, 2001 the City Council will hear a presentation from-Andrea Mackenzie, General
Manager of the SCAPOSD and will take action, by Resolution, to authorize!the City Manager to
pursue an agreement with the Open Space District for the purchase.of Phase II of the McNear
Peninsula Park and direct City Management to pursue matchingifunds from°interested agencies.
Partnerships:
On August 25, 2000 City Management. toured the McNear Peninsula with fourteen
representatives from several agencies (SCAPOSD, Coastal Conservancy, California Department
of Fish and Game, Resource Conservation District, Department of Water Resources/Urban
Streams Restoration Program) and several interested local citizens who have volunteered to
assist in the acquisition, effort. All agency representatives indicated strong :support" for the
acquisition effort. City Management anticipates Council approval Of application submittals to
the Coastal Conservancy in February 2001. Upon indication of funding support from the
SCAPOSD Advisory Committee, City mana'genient will begin the finding agency outreach
effort.

18 WHEREAS. the Sonoma County Agricultural Preservation and Open Space District has
19 announced a competitive program and:availability of funds,for grants in the area of land
20 acquisition for open space preservation and recreation opportunities; and

22 WHEREAS, said grants are intended to help preserve irreplaceable open space lands in
23 perpetuity in a way that provides environmental enhancement; and

25 WHEREAS, the City will work toward attaining additional funding to complete the
26 acquisition and implementation of the project; and. _

28 WHEREAS, the City has expressed a commitment to the implementation of the River
29 Access and Enhancement Plan as adopted in 1996 through the funding of various
30 improvements and the requirement of improvements as a condition of project approval
31 for properties adjacent.to the River; and

33 WHEREAS, the City of Petaluma has concluded the project proposed for funding with
34 the grant funds would be environmentally beneficial as defined in the adopted River
35 Access and Enhancement Plan and the Petaluma General-Plan 1987-2005; and

• 2 the.application for a Sonoma County Agricultural Preservation and Open Space District
3 grant and hereby directs the City Manager to continue the processing of a grant

6 If offered such a grant, the City Council hereby authorizes the City Manager'to negotiate
7 and accept the grant and execute an agreement with the SCAPOSD for the administration
