In cooperation with the City of Petaluma, COTS will apply for $1,000,000 in the form of a forgivable capital development deferred loan; one-half to be utilized for an "Armory:replacement/emergency shelter" and one- half for transitional housing on the same City-owned site. Council is being asked to approve COTS' application because of the "joint venture" aspects of this project. EXECUTIVE SUMMARY: The'State of California has distributed Notices of Funding Availability (NOFA's)'announcing the availability of funds for emergency shelters, transitional housing and support services for homeless individuals and families. In cooperation with the City of Petaluma. COTS'will apply for $1.000,000 in the form of'a forgivable capital development deferred loan_ one-half'to be utilized for an "Armory replacement/emergency shelter' and one- half for transitional housing on the same site. Eligible applicants under this NOFA process are local government agencies and nonprofit corporations that shelter the homeless on an,emergency basis and provide support services. The • Department of Housing and Community Development (HCD)°will-award EHAP deferred loans to eligible local organizations.for'eligible activities that provide housing to homeless persons and recently homeless persons. Even though the NOFA allows either local government or nonprofit agencies to be the eligible applicant,the application process heavily emphasizes theservice delivery capacity of the applicant. In the case of this project, COTS, not the City; is the service provider and their experience and reputation will make the application very strong. 2. BACKGROUND:. Several years 820, the City Council directed staff.to develop a Homeless Services Master Plan. A primary conclusion of that study was the need for a year-round homeless,shelter.and transitional housing facility for homeless singles. The City of Petaluma,already operates a year-round shelter for families (via COTS), but homeless singles,are currently sheltered only during the cold weather months. • As a result of the Master Plan study, a facility site-search committee met for over a year, researched site opportunities, and selected the City-owned property on Hopper Street, adjacent to the City of Petaluma Corporation Yard , the Animal Shelter; and the soon-to- be-relocated treatment plant. The Council has requested that a site specific;tnaster plan be commissioned for the treatment plant property. That process will be completed as part of the planning and development effort on this project. Page I 3. FINANCIAL IMPACTS: The Petaluma Community Development Commission • (PCDC) has allocated funds for the development of this site in the amount of$1,000,000. This application; if successful, will bring an additional 51;000,000 to the development.of the project. As stated,above, the funds are structured as a forgivable; deferred loan repayable only if the project is not utilized for this activity for a period of at least ten years. a. CONCLUSION: This application is complicated and will require substantial work on the part of both'City and COTS' staff. A consultant has been hired to'assemble.and craft the,documents required by the NOPA. The competition,will be onerous, but the proposed project and•the?partnership between COTS and the City of Petaluma will present a powerful application. 5. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR`COMPLETIONt. Success will be"measured by our ability to receiveall or"a portion of the,funds which we are requesting. 6. RECOMMENDATION: Adopt attached resolution. • • • • • Page.2 • ATTACHMENT #1 DRAFT RESOLUTION APPROVAL OF SUBMITTAL OF AN APPLICATION BY THE COMMITTEE ON THE SHELTERLESS-TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR-EMERGENCY HOUSING ASSISTANCE PROGRAM FUNDS IN THE AMOUNT.OF S 1,000,000. • WHEREAS the State of California, Department, of Housing and Community Development, Division of Community Affairs, issued a Notice of Funding Availability (NOFA) for the Emergency Housing Assistance Program (EHAP); and WHEREAS those EHAP funds can be utilized for various-eligible activities; including the new construction of homeless shelters and transitional housing;:facilities and WHEREAS the City of Petaluma is committed to developing a year round homeless shelter and transitional housing facility for its single homeless population and has allocated Housing Program funds and an available City-owned site for this purpose; and WHEREAS the City of.Petaluma.and the Committee on the Shelterless (COTS) have worked in • partnership for over a decade to address the needs of the community's homeless population and will be partners in this venture to secure EHAP funding and implement this project, which will be operated by COTS in a City-owned building; THEREFORE BE IT RESOLVED that the-City Council approves the submittal of an application by COTS for an EHAP loan in an amount no more than the maximum amount permitted by the NOFA and in accordance with the program statute, and BE IT FURTHER RESOLVED that if the loan application authorized by this resolution is approved, COTS hereby agrees to use the EHAP funds, for eligible activities in the manner presented in the application to HCD and will enter into lease agreements with the City of Petaluma as determined appropriate by the City Attorney.
