Sunimary Statement:
Frontier Contracting, Inc. has completed. the Petaluma River and Creek Trails Project, located along
Lynch Creek from Twin Creeks Subdivision to N. McDowell,Blvd., and wayside viewing area between
Petaluma Blvd. and the Petaluma River just south of Twin Bridges for a final construction cost of
$695,705. The final project cost was:$1,119,000, which included design, construction, inspection and
• administration. The approved budget for this project was $1,294,000.

RESOLUTION ACCEPTING THE COMPLETION OF THE PETALUMA RIVER AND
CREEK TRAILS
PROJECT 9876
1. EXECUTIVE SUMMARY:
Frontier Contracting; Inc. has completed the Petaluma River and Creek Trails Project, located
along Lynch Creek from Twin Creeks Subdivision to N. McDowell Blvd.. and wayside viewing
area between Petaluma Blvd. and the Petaluma River,just south of'Twin Bridges for a final
construction cost of $695,705. The final project cost was $1,1.19,000, which included design,
construction; inspection and administration. The approved budget for this project was
$1,294,000.
2. BACKGROUND:
On May 15, 2000, the City.Council awarded a-contract to Frontier Contracting, Inc. for the
Petaluma River and Creek Trails Project, located along Lynch Creek from Twin Creeks
Subdivision to;N. McDowelEBlvd., and wayside viewing area.between Petaluma Blvd. and the
Petalurrra River just south of Twin Bridges. The`work eonsistedconstruction of a
pedestrian/bicycle pathways and a.river access parking area at the following locations(Exhibit
A: location map):
A. The north side ofLvnch Creek.and.a bridge over Lynch Creek. This pathway
extends from Holly Lane, over.Lynch Creek near the Petaluma River,runs along
the top of,.bank,on the north side of Lynch Creek channel, traverses under US 101
freeway,.and ends,at McDowell:Boulevard North. This pathway also connects to
the pathway vvithin the Twin Creeks-Subdivision at the,end of Holly Lane. The
overall length of the pathway is one-half mile.
B. The River Vista parking area. Located,onrapproximately one-half acre site, this
portionof the project involved construction of a rustic-style gravel parking
area/wayside for viewing the river on a sitepreviously acquired for the project.
In addition,to the work:completed by the contractor;,theRetaluma Tree Committee volunteered
to revegetate`and.enhance the new pathway on the Petaluma-River side of US 101 with native
planting. Because the project cost came in under budget; this revegetation cost of$5010 will be
paid for as part of the project cost. This work will take place in early March.
The Lynch..Creek pathway and bridge are in_the'heart of the City and now connect to previously
constructed pathways along;the Petaluma River, Holly Lane and Lynch Creek: Bicycle and •
pedestrian access is,now improved by connecting,two:large shopping centers,,the:Petaluma
Valley Hospitaland,medical centers with a large residential center via the pathway under,US
101.

The contractor has completed the work for a final amount of$695,705. The 10%retention
paymenfis;due and payable• 5 days after the City Clerk records the Notice of Completion.
3. ALTERNATIVES.
Accept the completion of the project.
4. FINANCIAL.IMPACTS:
The total cost of-this project is 51.119,000. which is funded by PCDC: (159:000), TDA
($161,000), ISTEA ($522,000), Coastal Conservancy ($27,000), and TEA-21 ($250,000). The
approved budget was;:S 1,294,000.
5. CONCLUSION: •
Following the acceptance of the ,project, the City Clerk will file a Notice or Completion with
Sonoma County Recorder and the Finance Department will release the 10% retention to the
contractor 35 days after the-recordation of the Notice of Completion.
6: OUTCOMES.OR PERFORMANCE.MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Completion of the construction.
7. RECOMMENDATION;
Adopt resolution accepting the completion of the Petaluma River and Creek Trails Project
located along Lynch. Creek from Twin Creeks. Subdivision. to N. McDowell Blvd., and the
Petaluma,River just south of Twin Bridges.

WHEREAS,the City Couricil awarded the contract for the Petaluma River and Creek Trails
Project to Frontier Contracting, Inc., P. O. Box 91,Vineburg CA, on May
15. 2000 arid,
WHEREAS, Frontier Contracting, Inc. has completed all the work to the Satisfaction of the
Director of Public Facilities and Services: and,
NOW, THEREFORE,Bk IT Resolved BY THE City,Council of the City of Petaluma, that,the
project is.hereby,accepted.
BE IT FURTHER RESOLVED that the City Clerk is'hereby authorizedto sign the Notice of
Completion and the City Clerk;tofile the same with.Sonoma County Recorder.
BE IT FURTHER RESOLVED that the Finance Depth-anent is hereby authorized to release the
ten (10%) percent retention to Frontier Contracting, Inc. thirty-five (35) days after-the-recordation
of the Notice of Completion provided that no liens or stop notices have been filed against the
project.
Under the power and authority conferred upon this Council by the Charter,of said City.
