EXECUTIVE SUMMARY: The fees charged by the Fire Department are primarily for.four programs administered by Fire Marshal's Office. • Fire Permit inspections • Fire Protections Systems (fire sprinklersjire alarms, water main) inspections • • Hazardous Materials Permits (or CUPAF-Certified Unified Program Agency)"inspections • Percentage4A the Building Permit fee (recovers cost of plan review and • fire inspection of newconstruction) The last fee increase'occurred in.October,of 1997. Increases in the fees are justified based on increases in costs required to administer the programs. The fee increases for each of the programs<areas follows: • Fire Permits,=50% (from $60.00 annually'to $90;00.annually) • Fire Protections Systems—40% (from$60.00 and:$1,00 per sprinkler head to $100.00 and $1.50 per head, each?submittal) • Hazardous Materials-Permits'— 15% to;66%.depending on permit type • Building Permit Change onlytotminimum:fee from $25.00 to $75.00 2. BACKGROUND: Charging fees for certain types of fire inspections is necessary to recover the costs associated witli'each typeiof permit inspection. The:inspectionprocedures for any given permit type are technical and in some cases time'consuming. The fees associated with each of the permit types attempt to not only recover the cost of the inspection but also program management, clerical support and direct/indirectcosts as well Additionally, increases in this proposed schedule_are required to recover costs (labor and other)due to the addition of a new full time inspector hired to complete the allocated inspection load (FY 1999-2000 Budget Eriliancetrient Request--Approved in 2000/01 FY Budget). • The'Cities of Santa Rosa, Healdsburg, Sonoma, Sebastopol, Rohnert Park and the County • of Sonoma each have various types;of charges for,similar inspection';and plan check practices. Generally speaking, the fees charged by the City of Petaluma are comparable . with or in some casesless than those charged by the other jurisdictions: Only the fee sched'ul'es for Santa Rosa, Healdsburg.and:Sonoma County will;beused for comparison because they have similar CUPA (Haz-mat) programs (which is theibulk of the fee schedule). A comparison chart is`attached.for reference. Invoices for permit fees are 'typically'sent in Feb. or March of a given calendar year. Underground tank inspection fees comprise the,largest increase from $86.00 to$25.0.00 per tank. Constant changes in state regulations, the most recent implemented in January 1, 2000. which<changed;the inspection frequency from every three years to an annual inspection,plus the addition of more specific and comprehensive inspection criteria. necessitates the increase to recover the?cost of inspector's time,both in the=field and in.the office. This per tank fee increase is either,the equal to or less than the.othet CUPA's in Sonoma County. • There are 8 Hazardous waste levels for which all CUPA's track and charge fees. In the Petaluma.fee°schedule these wastelevel fees are not being accessed: There'are,two reasonslforthis decision: • 1. Many waste inspections are incorporated into the regular Hazardous,Materials Business llan (HMBP) inspections and since anrinspector is already conducting;an HMBP, it generally does not take more time to conduct the waste inspection. • • 2. The data available to analyze the time to conduct a waste inspection,to.actual labor allocations is not complete enough (.we've;been gathering data for several years). It's still difficult to determine,if it is necessary to charge an additional fee for hazardous waste inspections since some of these inspections are incorporated into regular HMBP. As the data becomes available a_cost/labor analysis will:be done to determine if the waste fees,need;to be;raised and/or accessed. For FY 1999-2000 the Fire Marshal's Office collected 100%.of the_fees for fire permits and haz mat'inspections. Delinquent invoices were either sent to collections or a citation was issued for-failure to possess a valid permit. ,Even with a good collection-rate, it requires a labor intensive effort to meet this goal. 3. ALTERNATivES: . There are no alternatives except'to not adopt this new fee schedule. Failure to do so would create a shortfall between revenues andexpenses. 4. FINANCIAL IMPACTS':= Revenues for FY 1.999/00 for all fee types amounted to,approximately$187;911: The adjusted revenues for FY 2000-0 1 based on the,new fee schedule would amount to $250',000 (approximate 25% increase). • • • Adjusting the fees as outlined would accomplish.several.-financial objectives: • Continue to cover the one fire inspectors■salary,hired°last year to support `mspettionrprogramobjectives. • Offseta percentage of the labor costs for other:inspector's position. • Support costs;for management oversight, clerical support and other direct/indirect expenses. • Support the-part-time plan-checkers^,salary (16 —201hours a week) • The fees approximate ivitliaimilar fees charged by"other fire agencies Conducting similar inspection services. 5. CONCLUSION: • Fees for inspection support:the=program adrnhaistered:by the.Fire Marshal's Office. Similar fees are charged in otherjurisdictions for the types of inspections. Utilizing a fee for service program aids in relieving impacts to the General Fund:for theservice provided. • E. OUTCOMES OR PEREORMANCEMEASUREMENTS THAT WILL IDENTIFY SUCCESS OR ' COMPLETION: • Over 90%(-/-) of the-fees invoiced are collected,within 90 days of billing. • Delinquent fees will be processed'either to collection services or citation for failure to possess a valid permit. • Revenues generated by the inspection fees support a majority of the program costs • Hazardous waste.datafwill continue to be evaluated and the cost to support the inspection program will,be evaluated. Fees in the"future will be adjusted, as necessary: • Fee comparison will continue'to be evaluated,against the fees charged by other fire and CUPA agencies. 7.
