RESOLUTION CERTIFYING THE CITY WILL SUSTAIN ITS LEVEL OF
EXPENDITURES FOR TRANSPORTATION PURPOSES
1. EXECUTIVE SUMMARY:
AB2928, also known as;the Transportation Congestion Relief Fund;'provides approximately $1
billion directly to cities and counties for preservation, maintenance and rehabilitation of the local
street and road system. In fiscal year 2000-2001 the bill allocated$400 million one-time funds to
cities and counties, of which.the'City of Petaluma received $377,666.59.
2. BACKGROUND:
As part of the State's fiscal year 2001 budget, the City of Petaluma was,allocated funds for
transportation congestion relief. These funds are part off one-time $400 million subvention to
cities and counties by the state. Future funding is dependant on legislative action and therefore
will not be calculated into future City budgets.
- Use of these funds requires Maintenance of Effom(M0E) be adopted by the City Council, in
compliance with Government Code Section 14556.26. This MOE certifies that Petaluma will
maintain its current level of general fund expenditures for transportation purposes, which is
• calculated on the average of the last three years (1996-1997, 1997-1998 and 1998-1999) of City
expenditures from the general fund for street,,road and highway purposes. This is a condition of
continued funding for the new monies or the City will lose'any future"funding.
These funds are required to be•spentby June 30, 2002.
3. ALTERNATIVES:
Adopt the proposed resolution.
Do not adoptihe proposed resolution-and risk having to return these funds to the State.
. 4. FINANCIAL IMPACTS:
The City has received $377,666 in one-time funds from the State for street maintenance and.
repair. These funds have;been deposited into the Gas Tax (Special Revenue) fund.
5. CONCLUSION::
The City is requiredto adopt a resolution that provides assurances that.AB2928 funds are not
used to supplant existing funds: The proposed°resolution satisfies'that "requirement.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL
INDENTIFY SUCCESS OR COMPLETION:
Adopted resolution will remain on file for inclusion in the annual street report to the State
