Page 1 Resolution No. 2024-096 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA ACCEPTING PROJECT NEEDS AND INFORMATION INPUTS REPORT FOR THE FEASIBILITY STUDY TO ESTABLISH A RESILIENCY HUB AT THE COMMUNITY CENTER FOR EMERGENCY USE WHEREAS, the City of Petaluma was awarded a Community Development Block Grant, effective September 29, 2022; and WHEREAS, City staff, community-based organizations, and the Sonoma County Department of Emergency Management were interviewed to determine criteria for an adequate resiliency hub at the Petaluma Community Center; and WHEREAS, staff developed a Project Needs and Information Inputs (PNII) report which contains recommended actions; and WHEREAS, the PNII report concludes that a resiliency hub should establish opportunities for enhanced real- time information sharing focusing on seniors and low-income individuals, design and build a purpose-specific resiliency hub for emergency use, and establish MOUs between the City and emergency service providers; and WHEREAS, while the purpose of the exercise was to examine the Community Center for use as a resiliency hub, the report found that the Community Center was inadequate and recommends examining other sites, including at the Petaluma Fairgrounds property. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. The recitals set forth above are true and correct and incorporated into this resolution as findings for the Petaluma City Council. 2. Adopting of a resolution accepting project needs and information inputs report for the feasibility study to establish a resiliency hub at the community center for emergency use is considered a discretionary action that could therefore be a “project” under the California Environmental Quality Act (CEQA). Nonetheless, adoption of this ordinance is exempt under the “common sense” exception in CEQA Guidelines Section 15061(b)(3), which establishes the general rule for projects concerning which can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment as it can be seen with certainty that this Resolution will not have a significant negative effect on the environment as it is just accepting a feasibility study and doesn’t commit the City. Moreover, acceptance of this report is exempt pursuant to CEQA Guidelines Section 15262 (Feasibility and Planning Studies) which exempts projects that “involving only feasibility or planning studies for possible future actions which the agency has not approved, adopted, or funded.” The resiliency hub feasibility project satisfies this requirement. 3.
