GENERAL PLAN 2025 (07:04.PM) Pamela Tuft,Director of General.Plan•Administration;began with an explanation to Coitimissionersl.6f.the process of reviewing the Draft General Plan (GP) and Draft,Environmental Impact Report (DEIR)..and answered questions. Council Member; Nau asked about the sub-areas and rules relating, to the review, of their own neighborhoods and if they shouldn't choose their own neighbbrhoodjsgb-areas. Parhela said it would be better to look at ,other sub-areas to allow for a depth of analyses for the 'Commissioners to assume a leadership role in the discussions(rather than discuss their'own neighborhood).. The Commission and':staff discussed:the*possibilities of a conflict of interest issue. Pamela offered a map with:a.designati0n.ofthe;500;feet influence illustrated..:Pamela-said she would-check with:the attomey,and bring it back to,Council'to make Sthis.clearas`far as,any potential conflicts that may arise.- , Sub-areas were assigned randomly toahe:Commissioners: • Commissioner Sullivan'asked about the Housing Element and the time'period it covers does not follow the General Plan. She asked whythisrwas and if there was a plan to make them coincide. She asked about the five years for the housing numbers and if that would continue: Pamela explained that. he Housing Element has to be certified-through 2009 by a state agency.(HCD). She said this certification is linked to funding and therefore-very important. She said the City's Housing Administrator did not want to take this on at this time so the GP will include qualifying statements about the Housing Element and numbers needed. Planning Director Mike Moore further explained that this,-will start next year but the regional housing numbers from ABAG would be needed. He said as far as the five years;State law determines the length and cycle of the Housing certification cycle and no legislation haS been successful:in changing this.
