HomeMy WebLinkAboutStaff Report 2.F 03/05/2012Agevuda'It- e4m #Z.F r`r DATE: March 5, 2012 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Pamala Stephens, Hunian Resources Manager i'n- SUBJECT: Resolution Amending the Classification Plan by Revising the Classification Specifications for Firefighter, Firefighter /Paramedic, Fire Engineer, and Fire Captain RECOMMENDATION It is recommended that the City Council adopt the attached Resolution - Amending the Classification Plan by Revising the Classification Specifications for Firefighter, Firefighter /Paramedic, Fire Engineer, and Fire Captain. BACKGROUND Classification specifications for the positions of Firefighter, Firefighter/Paramedic, Fire Engineer, and Fire Captain require a California Class B driver license in order to drive firefighting equipment. Applicants and or employees could meet the Class B requirement in the past by possessing a Commercial Class A or B, or, a restricted Firefighter Class A and B driver license. Effective January 1, 2011, the Department of Motor Vehicles (DMV) discontinued issuing the restricted Firefighter Class A.and B driver licenses. The new rules require that a driver with a Commercial Class A or B driver licenseiobtain a Firefighter Endorsement in order to drive firefighting equipment, and permits a firefighter to Have a noncommercial Class C driver license with a Firefighter Endorsement, rather than a Commercial Driver License: Existing licenses will be,honored by the -DMV until the time of renewal. ,DISCUSSION The DMV has changed" the driver license requirement for firefighting equipment, and the classification specifications for Firefighter, Firefighter /Paramedic, Fire Engineer, and Fire Captain Have been revised to reflect the new, and now current, DMV license requirements. The requirements in the classification specifications have been changed to require a California Class C or higher driver license with' a Firefighter Endorsement rather than a Class B driver license. Agenda Review: City Attorney Finance Director -1yi�11 '-- Other revisions to the classification specifications include eliminating reference to the requirement for Eire Captain to have a satisfactory driving record clear of misdemeanor convictions or other than minor traffic violations, and have no felony convictions. While the City may take this into consideration in the employment selection process it is not, nor should it be, a minimum requirement. Further; the specification now clarifies that a Fire Captain must be Acting Fire Captain certified by the Petaluma Fire Department "at the time of application ". Other minor clerical revisions were made, as well. FINANCIAL IMPACTS, Revising the classifications does not affect salary level, and salary adjustments are not proposed for any of the positions.
