SUBJECT: . Resolution Accepting Completion ofthe `C' Streeh'Pump Sta on Upgrade Project
• RECOMMENDATION
•
Iris recommended that the CityCouncil adopt the attached Resolution accepting completion of
the `C' Street;Pump Station Upgrade•Project.
BACKGROUND
The C' Street pump station is located on.the west bank of the Petaluma.River, near the
intersection of First;and•OStreets(see attached location map). The project is located•in':the
Theatre,District adjacent to thePetaluma River and City staff was sensitive to the environmental
andbusiness concerns during the construction phase.of this very complex project. The station
pumps wastewater from the southwest;basin,ofthe community underneath the river to a gravity

sewer line, which flows to'the City's Pond Influent.Pump Station at Hopper' Street. From there,
it is pumped=to the Ellis Creek:Water Recy,cling'Facility. The:original facility was built in 1969
and,ininor:improvements were constructed in 1985. The project was first designed in 2005, but
was placed on hold awaiting construction financing. The Regional Water Quality Control Board
'mandated the;,project due to Sanitary sewer overflows (SSOs) in 2008: The project was.re-
designed'in'2009/10 to meet updated design goals and to address-code changes for electrical,
seismic, generator and structural requirements as well as•architectural changes and sidewalk
improvements per 2009;Site Plan and:Architectural Review Committee approvals.

. • The•Project was funded from the Wastewater Enterprise CIP'account after revising priorities of
other projects'withoutrequiring,bond financing:
The project included:demolition, installation,of new mechanical equipment, electrical equipment
and motor,control:systems, includmgfalaims and SupervisoryControl and Data Acquisition
(SCADA) system, monorail beam,and,hoist, ventilation supply and-discharge fans, odor control
• unit, and a standby generator. PG&E also,required the City to relocate and upgrade a PG&E
transformer. Structural;,-mechanical,-and electrical'improvements were necessary to meet flow
-capacity, reliability, safety, maintenance requirements andreducetbe likelihood of damage from
flooding
during-winter storms: These improvements:increased`the energy efficiency of the pump
:station and',are expected to reduce maintenance costs! The projecralso incuded architectural

improvements to complimenttheDowntown:Historic District.including aesthetically compatible
horizontal siding and standing-seam metal roofing.
Bids,were opened:on July 14, 2010. On:AugusC2, 2010, the City Council awarded-the
construction.contract to Pacific Infrastructure Corporation.of Pleasanton, CA, in the'amount of
$2,305;000. In recognition-of,the challenges tosuccessfully completing a `retrofit' type project
in such a difficult location, the Council approved the project budget during the annual budget
process, which included a change order contingency for_unforeseen conditions of 16.5%.
Construction was successfully completed•.on December 15, 2011.
DISCUSSION
•
Project design costs included Professional Services Agreements (RSA's)`with Dodson for the
initial design at a cost of$275,000m 2005 and with Dodson/Psomas for final design at an
additional cost of$300,4001 Project costs also included for construction management
services with The Covello Group; $250,000 for engineering services during construction with
Psomas; and:$89,100 for construction engineering with ArcSine Engineering. This project
required,an;above average.expenditure>for professional support during construction due to the
complexity of the design,the need to:address unforeseeable;conditions incurred during
construction, the challengeofkeeping the system operating`during`construction and extensive
coordination demands;ofthe-downtown businesses. In addition, the:SCADA controls needed to
be,synced.up with the overall system controls for wastewater pumping city=wide. Miscellaneous
project expenses.totaling approximately $32,500 included administration costs, legal fees, land
easements',and'CIP overhead.
The final construction.contract costis?$2,537,448.92, which includes change orders totaling
$232,448:92;(10:1%). The approved Project Budget included a construction contingency for
changeorders in,the'amount of$338,000 (16.5%).. This contingency was-necessary to cover
unforeseen conditions of a project;involving a substantial retrofit,of an existing facility, adjacent
to the Petaluma River and business district. Extra work:included electrical and concrete pad
modifications due to PG&E changing the'transformer requirement`s'during,construction;
electrical and mechanical modifications grading, drainage, and paving modificationsto conform
to existing site conditions; extra work:to conform the existing sstructureto differing site
conditions, extra work for by-pass pumping'system, cathodic protection to existing sewer force
mains, unforeseen asbestos remediation,,soundwall installation to mitigate concerns expressed by
the neighbor during:construction;;and curb,-gutter and sidewalk conforms.
FINANCIAL IMPACTS
The `C"Street<Pump Station Upgrade ;City,Project.Number C00500205, was approved in the
Wastewater CIR with a;budget of$3,988;000. The remaining account balance for the project is
approximately $107,800. At project closeout, all remaining funds will return to the Wastewater
CIP to be used oh-friture projects.

Following the acceptance,of the project; the City Clerk„willfile a Notice of Completion=with.the
Sonoma County Recorder-and the Finance;'Diyision will release the retention money ($253,743)
to tlie.contractor witliin60 days:

WHEREAS, in accordance with Section 68 ofArticle,X of.the City.ofPetaluma Charter,
Section 20162 of the California-Public Contract Code and other applicable laws,the City-of
Petaluma;solicited bids for the `C' Street Pump$tation Upgrade Project ("Project"); and
. WHEREAS, bids for the Project were opened on July 14, 2010 in accordance with
California Public Contract Code Section 4104:5"and other-applicabledaws; and
WHEREAS, the apparent•low bid for the Project was the-bid of Pacific Infrastructure
Corporation (PIC) in the amount of$2,305,000; and
•
WHEREAS, by Resolution.No 2011-153 N.C.S..adopted<August 2, 2010, the City
Council of the City of Petaluma found the bid of$2,305,000?,for the;Projectto be the lowest
responsive bid and awarded.the;Project:to Pacific Infrastructure Corporation m the amount of
$2,305;000 conditioned on PIC's.timely executing the Project contract:and submitting all
required documents and authorized and directed the City Manager to sign;the Project contract on
behalf of the City upon such timely submission and to execute on behalf of the City any
amendments to the.Project contract that are necessary to+effectively complete the project and/or
to realize the Project and/or cost benefits for the City; and

WHEREAS,the following change,orders(CO) affecting the-Project amount have been
approved:

• NOW, THEREFORE, BE IT:RESOLVED by the City Council.o.fthe City of Petaluma

subject to the Contractor's continuing warranty and other obligations pursuant to the
