A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA
APPROVING AN AMENDMENT TO THE 1987-2005 GENERAL PLAN TEXT AND
LAND USE MAP TO REDESIGNATE EXISTING MOBILEHOME PARKS IN THE
CITY OF PETALUMA
WHEREAS, on October 17, 2005, the City Council directed staff to proceed. to amend
the 1987-2005 General Plan text and map in order to redesignate existing mobilehome parks in
the City of Petaluma to a land use designation of "Mobilehome Park"; and,
WHEREAS, the Planning Commission reviewed the proposed text amendment to add a
land use category of "Mobilehome Park" and amend the General Plan Land Use Map
accordingly on November 22, 2005; and,
WHEREAS, all reports and comments from the Planning Commission were forwarded
to the City Council; and,
WHEREAS, the City Council held a duly noticed public hearing to consider this.
amendment on December 19, 2005, and considered all written and verbal communications before
rendering its decision; and,
WHEREAS, these amendments are not subject to the California Environmental Quality
Act ("CEQA") pursuant to Section 15060(c)(2): the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment; and Section 15060(c)(3): the
activity is not a project as defined in Section 15378) of the CEQA Guidelines because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council herby
approves the requested amendment to the General Plan text and Land Use Map to adopt a
"Mobilehome Park" land use designation and definition and to change the applicable land use
designations based upon the following findings:
1. That the proposed amendment is deemed to be in the public interest.
2. That the proposed General Plan amendment is consistent and compatible with the rest
of the General Plan and any implementation programs that may be affected.
3. That the potential impacts of the proposed amendment have been assessed and have
been determined not to be detrimental to the public health, safety, or welfare.
4. That the proposed amendment has been processed in accordance with the applicable
provisions of the California Government Code and the California Environmental
Quality Act.

BE IT FURTHER RESOLVED, that Section 4.7, "Land Use Definitions," of the 1987-
2005 Petaluma General Plan is hereby amended to add the following land use designation and
definition:
Mobilehome Park. Residential mobilehome developments of eight or more mobile home units,
with densities ranging from 8.0 to 18.0 units per gross acre. Mobilehomes are the only allowed
housing type.
BE IT FURTHER RESOLVED, that the 1987-2005 General Plan Land Use Map be
amended to change the existing land use designations for the seven mobilehome parks listed as
follows to the designation of "Mobilehome Park" as defined in the amended General Plan text.
