RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING
THE AWARD OF CONTRACT FOR FY2024-25 CITYWIDE ON-CALL CONCRETE TO
COASTSIDE CONCRETE & CONSTRUCTION, INC.
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract
Code Section 20162, and other applicable laws, City staff prepared construction bid documents and solicited bids
for the FY 2024-25 Citywide On-Call Concrete (Project); and
WHEREAS, the project was bid on June 28, 2024, and one (1) bid was received and opened on July 11, 2024,
in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the project was submitted by Coastside Concrete & Construction,
Inc. from Santa Rosa, CA, for $877,000; and
WHEREAS, Coastside Concrete & Construction satisfies the bidding requirements for the project; and
WHEREAS, Coastside Concrete & Construction possesses a valid California Contractor’s License, Class B
#995338, that covers the work; and
WHEREAS, the FY 2024-25 Citywide On-Call Concrete project is categorically exempt pursuant to the
California Environmental Quality Act (“CEQA”) pursuant to Article 19, Section 15301(c), of Title 14 of the
California Code of Regulations (“CEQA Guidelines”), because the project consists of the repair, maintenance,
and minor alteration of existing public facilities involving negligible or no expansion of existing or former use.
The improvements will refresh existing concrete infrastructure, improve safety, and encourage active
transportation. Accordingly, there is negligible or no expansion of use beyond what currently exists, and there are
no cumulative impacts, unusual circumstances, or other factors that would make the exemption inapplicable
pursuant to CEQA Guidelines Section 15300.2; and
WHEREAS, the Public Works Director has found this project to be substantially complex due to the number of
resources needed to complete it, including the number of days, workers, and labor; the tasks needed to complete the
project; specialty contractor work needed; and the size and impact of the project. Therefore, this is a unique project
that is not regularly performed and requires a higher retention amount beyond five percent.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares that the above recitals are true and accurate and are incorporated herein as findings of this Resolution.
2. Finds that the FY2024-25 Citywide On-Call Concrete project is categorically exempt pursuant to the
California Environmental Quality Act (“CEQA”) and Title 14, the California Code of Regulations (“CEQA
Guidelines”), Section 15301 because the project consists of repair and maintenance to an existing public street.
3. Awards the on-call contract for the FY2024-25 Citywide On-Call Concrete to Coastside Concrete, in the max
annual contract amount of $600,000, to the lowest responsive bid, conditioned on Coastside Concrete’s timely
executing of the project contract, and submitting all required documents, including but not limited to executed

bonds, certificates of insurance, and endorsements, in accordance with the project bid documents.
4. Directs staff to issue a notice of award to Coastside Concrete & Construction, Inc.
5. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma
upon Coastside Concrete & Construction's timely submission of the signed project contract and all other
required documents, including but not limited to executed bonds, certificates of insurance, and endorsements, in
accordance with the project bid documents.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 9th day of September
2024, by the following vote:
