RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING THE
PURCHASE OF CHARGEPOINT EXPRESS PLUS BATTERY-ELECTRIC BUS CHARGING
EQUIPMENT THROUGH CALIFORNIA DEPARTMENT OF GENERAL SERVICES LEVERAGED
PROCUREMENT AGREEMENTS AND AUTHORIZING THE CITY MANAGER TO EXECUTE
ALL DOCUMENTS NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the City of Petaluma provides transit service throughout the community using the Petaluma
Transit vehicle fleet; and
WHEREAS, the City of Petaluma seeks to convert its vehicle fleet to zero-emission vehicles as part of its
goal to achieve carbon neutrality by 2030, as well as Federal Transit Administration and California Air Resource
Board requirements; and
WHEREAS, on September 11, 2023, the City Council approved Resolution No. 2023-135 N.C.S. adopting
the Petaluma Transit Zero-Emission Fleet Transition Plan, which formalizes Petaluma Transit's framework for
the transition from its existing internal combustion fleet to zero-emission buses and paratransit vans; and
WHEREAS, the transition to a zero-emission transit fleet by 2030 requires infrastructure upgrades at the
City's transit facility at 555 N. McDowell Boulevard; and
WHEREAS, in March 2023, the City of Petaluma entered into an agreement with Pacific Gas & Electric
(PG&E) in which PG&E will upgrade to-the-meter infrastructure serving the City's transit facility at no cost to
the City; and
WHEREAS the City will design, build, own, operate, and maintain all behind-the-meter and charging
infrastructure with up to $600,000 in incentives and rebates provided by PG&E; and
WHEREAS,battery-electric bus charging equipment is needed to power battery-electric bus chargers; and
WHEREAS, Section 4.04.100 of the Petaluma Municipal Code supports the purchases of supplies and
equipment made under a cooperative purchasing program with other public agencies that have been competitively
bid and awarded; and
WHEREAS, the City is eligible to use the California Department of General Services (CA DGS) Leveraged
Procurements Agreements,which allows the City to leverage the State's buying power and purchase directly from
suppliers through existing contracts and agreements, without further competitive bidding; and
WHEREAS, the leveraged procurement price for battery-electric bus charging equipment meeting City and
PG&E specifications was submitted by Verdek, LLC, an approved vendor for ChargePoint(CA DGS Contract 1-
23-61-15B) for$867,746.38, including tax and shipping; and
WHEREAS, sufficient funds were included in the Transit Facility Electrification (C65502214) total project
budget for this purchase, including $420,000 in charger rebates from PG&E.

NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. Declares the above recitals are hereby declared to be true and correct and are incorporated into this
resolution as findings of the City Council.
2. Approves the purchase of battery-electric bus charging equipment manufactured by ChargePoint from
Verdek, LLC, in the amount of$867,746.38. And finds that the purchase through cooperative purchasing
satisfies the City's purchasing requirements.
3. This action is exempt from the requirements of the California Environmental Quality Act(CEQA) in
accordance with CEQA Guidelines Section 15301, as the purchase and installation of charging
equipment would be made to an existing facility and Section 15303 (Minor Construction) as the
installation of charging equipment would be deemed a small facility. Class 1 changes are exempt and
consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of
existing public or private structures, facilities, mechanical equipment, or topographical features
involving negligible or no expansion of existing or former use. Electrical infrastructure and
improvements that convey negligible or no expansion of use are covered under this exemption.
4. Authorizes the City Manager, or their designee, to execute any necessary agreements and documents to
complete the purchase of charging equipment from Verdek,LLC via the California Department of General
Services Leveraged Procurement Contract#1-23-61-15B.
Under the power and authority conferred upon this Council by the Charter of said City.
