HomeMy WebLinkAboutRESOLUTION 2024-118 N.C.S. 09/16/2024 Docusign Envelope ID:492CF6C7-3C9A-449F-8AOB-FF7C50575E8E Resolution No. 2024-118 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING THE CONTINUATION AND EXTENSTION OF THE EXISTING PARTNERSHIP WITH THE SONOMA COUNTY ABANDONDED VEHICLE ABATEMENT (SCAVASA) REIMBURSEMENT PROGRAM WHEREAS, the City of Petaluma has participated in the Sonoma County Abandoned Vehicle Abatement Service Authority (SCAVASA) program for the past 30 years, which provides essential financial assistance for the management of abandoned vehicles within the city; and WHEREAS, in 2013, the City of Petaluma recognized the growing challenge of managing abandoned vehicles and approved the hiring of a full-time Abandoned Vehicle Abatement(AVA) officer,thereby enhancing the City's capacity to address these issues efficiently and effectively; and WHEREAS, in Fiscal Year 2023-24, SCAVASA contributed $93,655.82 to the City of Petaluma, which supported the successful towing and abatement of abandoned vehicles, significantly reducing the financial burden on the City's budget; and WHEREAS, the SCAVASA funding has been instrumental in offsetting costs associated with the AVA program, including personnel expenses,towing, storage, and other related services, enabling the City to maintain a high standard of service in managing abandoned vehicles; and WHEREAS, the City of Petaluma's continued participation in the SCAVASA program is essential to sustaining the effectiveness of the AVA program, ensuring that the City can continue to address abandoned vehicles promptly, thereby maintaining the safety and aesthetic quality of the community; and WHEREAS,the City Council of the City of Petaluma recognizes the importance of ongoing financial support from SCAVASA and is committed to continuing its partnership with the Service Authority to manage abandoned vehicles effectively; and WHEREAS, this item is exempt from the California Environmental Quality Act (CEQA) under Section 15061 (Common Sense Exemption) of the CEQA Guidelines as it is can be seen with certainty that entering into a funding agreement for the removal of abandoned vehicles, which the Petaluma Police Department already addresses as part of its routine operations and Vehicle Code enforcement and is authorized by the California Vehicle Code, will not have any significant impact on the environment. NOW, THEREFORE,BE IT RESOLVED, by the City Council of the City of Petaluma as follows: 1. Declares the above recitals to be true and correct and are incorporated herein as findings of this resolution. 2. The City Council hereby authorizes the continued participation of the City of Petaluma in the Sonoma County Abandoned Vehicle Abatement Service Authority program. 3. The City Council acknowledges and expresses its gratitude for the $93,655.82 contributed by SCAVASA in Fiscal Year 2023-24, which facilitated the towing and abatement of abandoned vehicles. 4. The City Council directs City staff to continue to work collaboratively with SCAVASA and to utilize the funds in the most efficient and effective manner to manage abandoned vehicles within the City. The City Council further directs City staff to monitor and report on the outcomes of the AVA program to ensure its continued success and sustainability, with periodic updates to be provided to the Council. Under the power and authority conferred upon this Council by the Charter of said City.
