Recommendation: It is recommended that the City Council :take the following action:
Adopt the resolution to authorize street closures on Second Street between "C" Street and "D" Street on August
22, 2009 from 5:00 pm to 7:00 pm, and on September 12, 2009 from 3:00 pm to 5:00 pm for a Cinnabar Theater
concert in Theater Square.

RECOMMENDATION:
Adopt the resolution authorizing street closures on Second Street between "C" Street and "D" Street on
August 22, 2009 from 5:00 pm to 7:00 pm, and on September 12, 2009 from 3:00 pm to 5:00 pm for a
Cinnabar Theater concert in Theater Square.
2. BACKGROUND:
The Cinnabar Theater and Basin Street Properties are presenting two concerts as part of "The 20tH
Petaluma Summer Music Festival" which runs from August 20, 2009 through September 13, 2009.
As part of this production, a concert will be held on August 22, 2009 from 5:00 pm to 7:00 pm, and
September 12, 2009 from 3:00 pm to 5:00 pm. The concert on August 22, 2009 is a 50 piece ensemble
presentation by PREMIATO CORPO BANDISTICO. The concert on September 12, 2009 is a swing
presentation by LEE PRESS-ON AND THE NAILS. Each presentation is expected to draw 150 people
according to the Cinnabar Theater.
DISCUSSION:
The alternative is to decline the request for road closures. Declining the road closures is not
recommended as the event may not operate safely with vehicular traffic.
4. FINANCIAL IMPACTS:
There should be little to no financial impacts to the City based on the referenced street closures. Event
organizers are paying the City of Petaluma for police and public works costs and will be responsible for
clean-up of the area: after the event.

Street on August 22, 2009 from 5:00 pm to 7:00 pm, and on September 12, 2009 from 3:00
pm to 5:00 pm for a Cinnabar Theater concert in Theater Square.
WHEREAS, the Cinnabar Arts Corporation and Basin Street Properties ("Permittees")
are requesting street closures to provide adequate space for a concert to be held in and around
Theater Square; and
WHEREAS, street closures are requested on Second Street between "C" Street and "D"
Street on August 22, 2009 from .5:00 pm to 7:00 pm, and on September 12, 2009 from 3:00 pm
to 5:00 pm for a Cinnabar Theater concert in. Theater Square; and
WHEREAS, the event organizers plan to offer entertainment that is in keeping with the
interests of the City in supporting a thriving and vibrant downtown environment; and
WHEREAS, Permittees have agreed to compensate the city for necessary police and
public works costs and to hold the city harmless for damages, if any, arising from this event;

Petaluma Police Department to close Second Street between "C" Street and "D" Street on
August 22, 2009 from 5:00 pm to 7:00 pm, and on September 12, 2009 from 3:00 pm to 5:00 pm
for a Cinnabar Theater concert in Theater Square contingent on Permittees providing satisfactory
proof of insurance and execution of the special events permit application and hold harmless
agreement by authorized officers of Permittees.

A. eneral Conditions:

same condition as existed prior to the event, immediately following the completion of the
event.

Petaluma Finance Department.

all- tunes for the duration of the event for use of emergency vehicles.
] Event pa~~ticipants must remain on sidewalks,.. crossing streets only at pedestrian
crosswalks in accordance with traffic regulations. and controls. Pedestrians participating
in the event shall cross crosswalks in units often or less and hall allow vehicles to pass

D. Health, Sanitation and Safety:

A minimum of one (portable) toilet shall be provided at the event far every 100
estimated persons expected to be in attendance at the event if the event shall Last more

at the event.

safety by the Petaluma Fire and Police Department. officials.
