Summary Statement:
The Edward Byrne Memorial Justice~Assistance Grant (JAG) supports criminal justice activities and programs.
This particular grant utilizes a Part 1 Crimes Index (Specific Felony Crimes) to calculate allocations to state and
local governments each fiscal year. In the case of the City ofPetaluma, an allocation of $25,138 in funds has
been established for FY 2009. The Police Department has identified the need to purchase one new black and
white patrol vehicle with these funds and an additional $10,862 from.-the Police Department's Asset Seizure
fund.

RECOMMENDATION: Adopt a resolution authorizing the Police Department to apply for and accept
Edward Byrne 'Memorial Justice Assistance Grant (JAG) Program: 2009 FY Local Solicitation Funds
Administered by the U.S. Department of Justice; Bureau of Justice Assistance.
2. BACKGROUND: The Edward Byrne Memorial Justice Assistance Grant (JAG) supports criminal
justice activities and programs. This particular grantutilzes a-Part 1 Crimes Index (Specific Felony
Crimes) to calculate allocations'to state and local .governments each fiscal year. In the case of the
City of Petaluma, an allocation of $25,.138 in funds has been established for FY 2009. This grant
allows law enforcement agencies to purchase police.. vehicles and equipment. The Police Department
has an immediate need to replace aging patrol vehicles'in the fleet. These aging police vehicles have
high mileage and no warranties to cover repairs. Due to the .economic crisis still facing the City, the
Police Departrnent'srequest-to replace patrol vehicles with vehicle replacement funds was denied this
fiscal year. The Police Department has identified the need to purchase one new black and white
patrol vehicle with the grant funds to replace at least one high mileage patrol vehicle. The total cost
of a new patrol vehicle is approximately $31,650. The Police Department intends to utilize money
from their asset seizure funds account to cover the difference in the actual purchase price and grant
funds available. The Police Department estimates it will cost an additional $4,350 to outfit the new
police vehicle with equipment from a de-serviced police vehicle. The total cost to the City using
asset seizure funds will be $10,862. This grant requires the local "Governing Body" to review the
grant and allow for "public comment". These requirements will be met by the council reviewing this
Agenda Report and adopting this resolution.
3. DiscussroN: The Police Department has submitted an application for funding to purchase one police
vehicle-with grant funds and asset seizure funds. The Council has the authority to accept the grant
;funds and authorze'the future purchase of this vehicle..If the' council chooses not to accept the .grant
funds, the Police .Department does not have the funds available to purchase this vehicle.
4. FiriAivciAL::IMPACTS: This allocation of funding will be totally utilized for the purchase of one black
and white patrol'vehicle.

WIJEREAS, the City of~Petaluma Police Department desires to apply for and accept
Edward Byrne Memorial Justice Assistance Grant (JAG) Program: 2009 FY Local Solicitation;
NOW, 'THEREFORE, BE IT RESOLVED TI-IAT:
1. The City Manager of the City of Petaluma is authorized on the City's behalf to submit
the attached grant to the Edward Byrne Memorial, Justice Assistance Grant (JAG)
Program, and;
2. The City of Petaluma, agrees to the funding requirements and terms and conditions of
the Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and
3. Grant. funds received shall be used to stimulate the local and national economy
through the purchase of the vehicle identified in the grant report (Attachment B).
Under the power and authority conferred upon this council by the Charter of said Cit

`Program Narrative:
Petaluma, CA is the second largestcityin Sonoma County with. a population nearing 60,000 people. The
City's Police Department consists°of;100 sworn and civilian employees. The City of Petaluma, like.rnany
Cities in California, is continuing to°face a severe budget crisis as~a result of our current economic times.
The Police Department has reduced their sworn staffing size from 77 allocated positions in the
2007/2008 fiscal {~udget yeai"to the current size of 67 with three un-funded, frozen positions. The
Police i)eparfinent.accounts:for approximately43% of the citywide budget (figure from fiscal year
08/09j. As a result of the continuing decline in City revenue, he City was forced to trim 1.2 million
dollars from the 09/10 fiscahbudget. Part.of the reduction in the budget included all of the vehicle
repiacement`funds for new police-cruisers: The:Palice Department annually requests to buys 6 new
Police Cruisers. 'The Police Department,is requesting funding from the Edward .Byrne Memorial Justice
Assistance Grant {JAG) Program Fy:2009 LocaLSolicitation:to.purchasea needed police vehicle to help
preserve the current size of the Police Department vehicle°fleet. .
The police cruiser that will be purchased,withthese grant.funds is;forthe Police bepartmenf's patrol
division. 1Ne intend~to buy a 2010 Ford Crown Victoria Police Interceptor with the grant funds. The cost
of a police cruiser is approximately $31,650.. The Police Department`s allocated grant amount this year
is $25,138. The,Palice Departmentntends to add $10,862 to eo~er the difference in the purchase of the

Objective 3: Install code three and safety equipment into. new police cruiser and rotate vehicle into
the patroPfleet.
The purchase of the new po(ice,cruiser'will allow for the .Police Department to remove an older, ig -
mileage police cruiser and replace. it with a brand new one. The implementation of the rotation of the
new police cruiser into the police~fleet will begin immediately upon;award of the grant fund. We
anticipate it will take approximately~:94"days to accomplish These-objectives from the date of purchase.
Capabilities/Competencies:
The Petaluma Police Department:has suecessfullydeveloped, implemented, and administered numerous
specialized programs and grants from the National Highway and Transportation Safety Administration,
the Uriited'States Department ofJustice and,many State of California grant projects. The Police
Department is.committed to accurately:and efficiently capturing all'relevant data and sharing that data
with appropriate agencies. The Petaluma Police Department and Petaluma City Finance Qepartment
currently have staff assigned to Elie writing and monitoring of:grants: This will allow for the tracking and
monitoring of a[l grant expenditures separatelyfrom•other Federal funding. The Finance Department
routinely assigns,grant fundsseparately to a special reveriue fund., Each project within.that fund is
individually tracked with its own project number to prevent comingling. It sthe intent to spend a[I
grantfunds immediately and no later than then October of 2010. These funds will have a positive effect
on the local economy which is st11 safferingin these troubfed ecdnornic times:
Administrative Sergeant Ralph, Evans is a vei;eran police officer with 24 years of experience. He has
been an administrative sergeantfor three years. His duties include the writing and monitoring of grants.
He is responsible for the purchasing and:out€itting of all new equipment and vehicles purchased for the.
police;department. He will be the project;administratar,
Senior Accountant Kate Lloyd will track'theawarded=funds.

Budget 1Varrative:
The Petaluma Police Department requests grant funding to purchase one police cruiser from a state vendor. The Police
Department intends to supplement the grant funds to purchase the police cruiser and install all emergency related
equipment necessary to outfit this police cruiser. Installation of this equipment will be handled by a local radio installer.
This equipment will include the items listed in fhe budget detail worksheet on page 1.
Without funding from this grant, the Police. Department could not afford to purchase this vehicle. The Police
Department wiff be forced to continue allowing police officers to perform their daily duties while driving high-mileage,
older police cruisers. This type of police cruiser routinely breaks down with. high repair costs. The repairs generally
require the police-cruiser to be out of the fleet.for weeks at a time for repairs.
