Summary Statement:
Team Ghilotti, Inc. has completed the construction of the. Washington Street 16-inch Water Main and Sewer
Cured-In-Place Pipeline,Project, which included the replacement of severely deteriorated water and sewer pipes
that were over 70 years old.

RECOMMENDATION.:
It is recommended that the City Council adopt the resolution accepting completion of the
Washngton'Street 16'-inch Water~Nlan and Sewer Cured-In-Place Pipeline Project.
2. :BACKGROUND:
To maintain and° improve the condition. of the City's water and wastewater systems,. the
Department of Water Resources and Conservation annually :replaces or rehabilitates deteriorating
water and sanitary sewer mains throughout the City.. The Washington Street 16-inch Water Main
and Sewer CIPP Project 'involved,replaeing 1,800 feet of deteriorated 8 and 10-inch water~mains
with a: new 16-inch water main and rehabilitating the existing 12-inch sewer main using a
trenchless "cured-in-place pipe" technology to improve sereice and reduce maintenance costs on
Washington Street between WaterStreet sand Howard Street. Tle location of the project is shown
in Attachment A. The original water and sewer lines were installed over 70 years ago.
On June 2, 20.08, the City Counci~~l awarded the contract to Team Ghilotti, .Inc. of Petaluma,
California. Construction began on June 23, 2008, and-wassu_spended on August 29, 2008, due to
the "D"Street Bridge Rehabilitation Project. Qn March 16, 20,09, the City Council adopted
Resolution 2099-034 to amend'the:project budget and add 43 working days to the project
schedule due to the.-presence of unknown utilities and'the: suspension of work. The Proj eet was
rernobili'zed on March 17, 2009 and was completed on June. 5, 2009.
One of the challenges of this project was the presence of underground utilities in Washington
Street. During' des`igri, "the Water Resources Department worked with local utilities (electricity,
telephone; gas etc.)~to field mark the location of the utilities and potholethe location of known
utilities. During the design of the- Project, all the local utilities were consulted as to the crossings
and; impacts for our proposed. project alignment. The water main was designed to avoid conflict
with these known utilities: As a result, the City anticipated encountering approximately 15:6
underground: utility conflicts. These conflicts were potholed to confirm the location. and depth;
these were then incorporated and shown on the construction plans. During- construction,.
underground utilities that were unmarked, unknown, or incorrectly marked were encountered on
approximately 92 separate occasions .last summer and an addtiona120 this spring. These
locations are in addition to-the 156 anticipated utility crossings.
On average,. about two unknown underground utilities were encountered for each day of work
during. the period ofconstruction between Tune 23, .2:008 and August 29, 2008. An additional 20
unknown underground utilities were encountered between.March 1'7, 2000 and May 22, 2009.
These utilities ~i'nclud~ed high pressure gas lines, electric 1i~nes; telephone duct, traffic signals,
sewer laterals an_d various utilities that had been abandoned in place. When unknown utilities
were encountered; the construction team had to temporarily suspend. work at that. location until
the utility was identified,. the owner contacted and brought to the site for inspection, and the
utility placed in a safe condition for' construction. The impacts were compounded. by the fact that
much. of the construction occurred during the evening to reduce traffic congestion. In some
instances, the water main had to be redesigned to accommodate the utility.
This project presented many challenges: the replacement of utilities that were originally installed
over 70 years ago; .located in one of the most heavily traveled roads in the City, and located, in'
some instances, Below concrete sections of road; in an area, of town densely populated with
residences and businesses. Anticipating these challenges; the City spent a significant amount of
effort working wi"th utility companies to identify the location of:underground utilities, and
informing local businesses and residents; Prior to placing the anew water main in service, it had
to be tied into the existing water mains at 14. different locations. The planning for this effort,
made -in close coordination with the water operations team and nearby .residences and businesses,
resulted:in minimal service disruptions. Completing the project by June 5, 2009 enabled the
Washington Street road reconstruction project to begin. as scheduled.
3. DISCUSSION:
Following the acceptance of the project, the City Clerk will file a Notice of Completion with the
Sonoma County Recorder and the Finance Department will; release the retention money to the
contractor within 60 days.

This project involved improvements to water and wastewater infrastructure. Because the
majority of the work involved water improvements, the project was placed in the Water CIP
budget. To account.for the wastewater work, amid-year budget adjustment will be made to
transfer $130,000 from the wastewater fund to the water fund:

PIPELINE PROJECT.
WHEREAS, in accordance with Section 68 of Article-X ofthe City of Petaluma Charter,
Section 20162 of the. California Public Contract Code. and other applicable law, the City of
Petaluma solicited bids for the Washington Street l6-inch Water Main and Sewer Cured-In-Place
Pipeline Project ("Project"); and
WHEREAS, bids for the Project were opened on May 15, .200.8 ~in accordance with California
Public Contract Code Section 4104'.:5 and other applicable law; and
WHEREAS; the apparent low bid;for the Project-was the bid; of Team Ghilotfi, Inc. ("TGI ") in
the amount of $1,049,189.1.2; and
WHEREAS, by Resolution No. 2008-09.8 adopted June. 2; 2008; the City Council of the City of
Petaluma found the bid: of.$1,049;1$9:12 for the Projectto.be the lowest responsive bid and
awarded the Project to TGI in the; amount of $1;049;;,189,_12 conditioned on TGI 's timely
executing the Project contract and submitting all required documents and authorized and directed
the City-Manager to sign'the Project cortraet on behalf of;the City upon such timely submission
and to execute: on behalf of the City anyamendments to the Project contract that are necessary to
effectively complete,the project and/or to realize the. Project and/or cost benefits for the City so
long.as such amendments. do .not increase. the original contract not-to-exceed amount by more
than $157,378.37; and
WHEREAS, by Resolution No. 2009-034 adopted March 16, 2009, the. City Counci of the City
of Petaluma increased the project budget by $267,315.49, which increased the total project
budget to $1,727;315.49 and authorized and directed the City Manager to execute on behalf of
the City any amendments to the contract, so long as such amendments do not increase the project
contract by more ;than'$362,5:41.37;, and

and
WHEREAS, City staff has inspected the Project and determined that. it-has been completed in
accordance with the contract requirements subject to the Contractor's continuing warranty and
other obligations pursuant to the contract;. and
WHEREAS, based on the foregoirig; staff recommends acceptance of the Project on behalf of
the City;
NOW, THERE>H'ORE, BE IT RESOLVED by the City Council of the City of Petaluma as
follows:
.The contract entitled Washington Street 16-inch Water Main and Sewer Cured-In-
Plaee Pipeline Project, City Project Number 000501008 with a final contract amount
of $1,4,11;730.49, is accepted- as complete subject to the Contractor's continuing
warranty and other obligations pursuant to the contract.
2. The City Clerk/Recordng Secretary is hereby .authorized and directed' to file a Notice
of Completion concerning the Project with the Sonoma County Clerk's Office within
ten~(10) days of-the date of this Resolution.
3. 'Staff is hereby authorized and directed torelease all, undisputed retention not subject
to:pending change orders within sixty (60j days of'the date of this Resolution and in
accordance with the terms of the Project contract, California Public. Contract Code
Section 7107 aril applicable law.
