Resolution Authorizing Application.for the 2012/2013 Bicycle Transportation Account(BTA) Grantfor•the Wiseman Trail Project and Authorizing City Manager to Execute All Required Grant Documents. RECOMMENDATION It is;recommended.that the City'Council;adoptthe attached resolution authorizing application for the BTA Grant for the"Wiseman Trail Project and authorizing City Manager to execute all • required grant documents. BACKGROUND The existing trail along Wiseman Park from St. Augustine!Circle,to Sky Ranch Drive consists of a combination of unpaved and narrow.asphalt trail, and is not-ADA:compliant. The trail is well • used and is an important part•of the City's-pedestrian and biketnetwork.;Staff recommends this trail be completely replaced-with a new 8=foot-paved'trail if the'City-successfully obtains the State-BTA grant. The-BTA grant is very-highly competitive and typically only aboutfour local agencies in the Bay Area (Caltrans>Di'strict 4)"are'selected for the grant each fiscal year. The City received a BTA grant in FY 10/11 for'the-construction of the recently completed Lynch Creek Trail. DISCUSSION The Wiseman`Trail does,not meet current City standards.and the path is currently in need of maintenance;;If successful project will,make this+segment>ADA.compliant,,and eliminate the need for costly maintenance ofthe existing trail. This project has the support of Pedestrian.and Bicycle Advisory Coiriinittee;(PBAC). Following;the.adoption.of this.resolution, staff will submit the BTA application'to Caltrans for consideration. Traffic Mitigation Fees in the amount of$100,000 will fund the remaining:costs for grant matching, administration, CIP overhead, and other ineligible costs for grant reimbursement. Location Map. 2 Attachment 1 RESOLUTION.AUTHORIZING APPLICATION FOR THE,2012/2013 BICYCLE TRANSPORTATION ACCOUNT (BTA) GRANT FOR THE WISEMAN TRAIL PROJECT, AND AUTHORIZING CITY MANAGER TO EXECUTE ALL`REQUIRED GRANT DOCUMENTS WHEREAS, the Bicycle TransportationAccount-(BTA) provides state funds for city and county projects that improve safety and convenience for bicycle commuters; and WHEREAS, the California State;Department of Transportation(Caltrans) has been delegated the responsibility for the administration.of the program;;and WHEREAS, the Wiseman Trail Project has the support of the Pedestrian and Bicycle Advisory Committee (PBAC); and WHEREAS, if selected, the City of°Petaluma will enter into an.agreement with the State of California to complete the project; and WHEREAS, the Traffic Development Ihipacf.Fees.account,has sufficient funds for the required 10% match; and WHEREAS,the Traffic Development Impact.Fee account will be used for the. administration and CIP overhead charges, and any other costs-determined to be ineligible for the BTA grant reimbursement.
