Introduced By Council Member Torliatt Seconded By Vice Mayor O'Brien ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS RELATING TO THE PURCHASE OF THE BANKER AND AMARAL PROPERTIES, INDUSTRIAL AVENUE A.P. NOS. 150-020-017, 150-020-018, AND 048-080-029 BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS FOLLOWS: Section 1. The 1987 General Plan identified the desire to prepare a River Plan for the implementation of public access and riverfront enhancement and restoration goals and objectives. Said Plan was prepared as the River Access and Enhancement Plan, which was adopted in 1996. Said Plan identified public access, riparian habitat enhancement, bank stabilization and storm flow improvements that were possible along the riverfront properties upstream of the Corona Road river bridge. Section 2. The City Council, on January 7, 2002, authorized City Management to seek a grant from the State of California Department of Water Resources to acquire fee title to the properties known as the Banker and Amaral properties, AT Nos. 150-020-017, 150-020-018, and 048-080-029, located on Industrial Avenue; which said grant was approved in the amount of $992,798. Ordinance No.2144 N.C.S. Page 1 I Section 3. 2 The Trust for Public Lands, on behalf of the City of Petaluma, has conducted negotiations with 3 the property owners resulting in agreed upon purchase options. 4 5 Section 4. 6 The City Council finds that acquisition of said parcels is consistent with the General Plan of the 7 City of Petaluma and is exempt under Section 15316 of the California Environmental Quality 8 Act guidelines because the acquisition is being pursued to establish future public access and 9 restoration and enhancement of natural resources.
