RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN
BY ESTABLISHING THE NEW CLASSIFICATIONS, PAY RANGES AND UNIT
ASSIGNMENTS OF LEAD WATER SERVICE REPRESENTATIVE, UTILITY
TECHNICIAN, UTILITY SYSTEM OPERATOR, ASSISTANT UTILITY SYSTEM
OPERATOR, REVISING UTILITY MANAGER, UTILITY SERVICE WORKER I/II,
UTILITY SERVICE WORKER III, UTILITY SERVICE LEAD WORKER, UTILITY
SUPERVISOR, WATER SERVICE REPRESENTATIVE AND ABOLISHING WATER
SYSTEM SUPERVISOR, WATER SYSTEM SUPERINTENDENT, WATER UTILITY
TECHNICIAN, WATER SYSTEM OPERATOR AND WATER SERVICE WORKER
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and
responsibilities are appropriately allocated to the classifications of Lead Water Service
Representative, Utility Technician, Utility System Operator and Assistant Utility System
Operator (as attached hereto and marked Attachment A - D); and,
WHEREAS, the pay ranges and unit assignments for the classifications as listed below,
are hereby recommended, effective with the adoption of this Resolution; and,

WHEREAS, the City Manager/ Personnel Officer has determined that the Utility
Manager, Utility Service Worker I/II, Utility Service Worker III, Utility Service Lead Worker,
Utility Supervisor and Water Service Representative classifications be revised (as attached
hereto and marked Attachment E - J); and,
WHEREAS, the revised classifications as listed above, are hereby recommended, with
the adoption of this Resolution; and,
WHEREAS, the City Manager/Personnel Officer has determined that the classifications
of Water System Supervisor, Water System Superintendent, Water Utility Technician, Water
System Operator, Water Service Worker are no longer appropriate and recommends the

classifications be abolished.
NOW, THEREFORE, BE IT RESOLVED that the City Council. does hereby approve
the amendments to the Classification and Compensation Plan as written in this Resolution
including the amendment in the Competitive Service of the Personnel System; and
>BE IT FiJRTHER RESOLVED, that this action is taken pursuant to Personnel Code
3.04.020 and Personnel Rules and Regulations (Rule IV- Classification and Rule V -
Compensation) and, that the notice of this action has been properly posted.

SUMMARY
Schedules, assigns, leads, reviews and participates in the work of a crew performing field and
office duties in support of City water utility revenue and customer service activities, including the
resolution of customer questions and complaints, meter reading and repair; performs related
work as assigned.
CLASS CHARACTERISTICS
The Utility Supervisor provides supervision; responsibilities include the indirect supervision of
maintenance and operations staff.
This class is distinguished from the Water Service Representative by the on-going lead duties
assigned to incumbents within the classification. This class is distinguished from the next higher
level of Utility Supervisor in that the latter class has full supervisory responsibilities over several
crews and functions.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
The duties, skills, and demands described here are representative of those that must be met by

Duties:
Schedule, assign, lead, .review and participate in the work of a crew responsible for residential,
commercial, and industrial water service meters.
Train assigned staff in work methods; monitor their work; review work to ensure it is performed
properly and efficiently, and that all safety regulations are being followed.
Inspect work in progress and upon completion to ensure satisfactory completion.
Review drawings and blueprints to determine materials and labor required; schedule job
assignments in the most efficient and cost effective manner.
Resolve customer inquiries and complaints regarding high and low bills, leaks, water pressure,
etc.
Contact customers regarding delinquent accounts or returned checks and arrange for
collection.
Make readings for final bills and turns water on or off; accepts information in the field to update
or establish accounts; may lock off service or remove meters for delinquent payment.

Read residential, commercial and industrial water service meters, on foot or from a vehicle,
following an established route; records readings by using ahand-held computer or by posting
readings into a meter book; rereads meters when consumption appears to be unusually high or
low; notes the need for meter service or maintenance.
Recommend and implement improved work methods and procedures.
Direct the maintenance of meters in the field; including the installation, replacement and repair
of meters; investigates and resolves water distribution system repair matters.
Maintain records and prepare reports of work performed.
Drive a-variety of motor vehicles in the performance of the work.
Use appropriate hand and power tools to accomplish assigned work
Assist with skilled utility maintenance work, as conditions require.

with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The
employee must frequently lift and/or move weight up to 70 pounds. Specific vision abilities
required by this job include close vision, distance vision, color vision, peripheral vision, depth
perception, and ability to adjust focus. While performing the duties of this job, the employee is
frequently exposed to outside weather conditions. The employee is occasionally exposed to
fumes or airborne particles. The employee occasionally works with use of vehicle. The noise level

License/Certificates:
Must obtain a California Department of Health Services Grade II Water Distribution Certificate
prior to advancing to Step 3 of pay range.

SUMMARY
Performs highly skilled field and office work in the implementation and administration of special
programs such as backflow prevention, leak detection, meter repair, valve control, utility
locating and system plumbing programs; inspects devices for compliance with mandated
standards; investigates and resolves complaints from the public in assigned service areas; and
performs a variety of duties relative to assigned areas of responsibility.
CLASS CHARACTERISTICS
The Utility Supervisor provides supervision; responsibilities include the indirect supervision of
maintenance and operations staff.
The Utility Technician is a skilled class requiring a thorough knowledge of utility system operation
and hydraulics, and specific technical knowledge of such programs as backflow prevention. This
class is distinguished from other water utility maintenance or operations classes by the
specialized program administrative and field nature of the work.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
The duties, skills, and demands described here are representative of those that must be met by
an employee to successfully perform the essential functions of this job. Reasonable

Duties:
Perform highly skilled field and office work in the implementation and administration of special
programs such as backflow prevention, leak detection, meter repair, valve control, utility
locating, and system plumbing programs.
Analyze residential plumbing installations to determine if cross connection hazards exist; meet
with property owners to explain the cross-connection/backflow prevention program.
Meet with local plumbers to explain the backflow program and to inform them of the proper
methods used in the selection and installation of devices.
Determine the type of backflow device required; develop standards and drawings for the
proper installation of backflow devices; maintain records of all private wells or other conditions
that would require backflow protection.
Inspect device installations for conformance to mandated standards; schedule, test and inspect
all backflow devices at least once per year; prepare letters to residents, businesses, and
contractors regarding the status of tests and inspections.

Administer leak detection program; utilize sonic leak detection equipment to locate leaks on
City or private property; arrange for corrective action to be taken; conduct follow up to ensure
leaks are repaired.
Administer valve control programs; install and read hydrant meters; explain usage requirements
to contractors; update distribution system maps to accurately locate and label all valves.
Test meters in the shop; disassemble, rebuild, and seal meters; maintain meter inventories; order
and stock meters.
Identify flushing procedures for all water distribution lines; identify appropriate valves to open
and close; determine what hydrants to use for flushing activities.
Maintain records and prepare reports of work performed.
As assigned, may investigate water quality problems in the distribution system; respond to
questions from. the public to ensure satisfactory complaint resolufion; may direct or perform
skilled repair of underground water production and distribution systems and appurtenances.
Ensure safe work methods and safety regulations pertaining to field and underground
maintenance work.
On a relief basis, may perform duties and handle operational activities such as: standby
emergency response duties for after hours distribution system operational emergencies;
installing, tapping, re-lining, disinfecting, testing, and connecting water mains and
appurtenances; shutdown, repair, disinfect and test broken water mains; oversee the flushing,
cleaning, and pigging of exiting water mains.
Perform related duties and responsibilities as assigned.

Develop and administer specialized water distribution programs including backflow prevention,

Analyze and determine backflow prevention requirements for residential and commercial

SUMMARY
Performs skilled work in the operation of and maintenance of facilities and equipment utilized in
the production, treatment and distribution of water; operates water distribution systems and
regulate the flow of water into the system; performs preventive maintenance on treatment and
distribution facilities and equipment; serves as the first contact for off-hours utility operations
emergencies; and performs a variety of duties relative to assigned areas of responsibility.
CLASS CHARACTERISTICS
The Utility Supervisor provides supervision; responsibilities include the indirect supervision of
maintenance and operations staff.
This is journey level class, fully skilled and competent to perform the full range of water
production facility inspection, operation, and maintenance activities. This class is distinguished
from the Assistant Utility System Operator in that the latter serves as an operator on a relief basis
only. The Utility System Operator is distinguished from Utility Supervisor in that the latter is a first
level direct supervisory class with responsibility for supervising the staff and operations of an
assigned section.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
The duties, skills, and demands described here are representative of those that must be met by
an employee to successfully perform the essential functions of this job. Reasonable

Duties:
Perform skilled work in the operation of and maintenance of facilities and equipment utilized in
the production, treatment and distribution of water; operate water distribution systems and
regulate the flow of water into the system.
Inspect wells, reservoirs, pumping stations and filter plants, following an established route; inspect
pumps, motors, chemical feeders, valves and similar equipment at such sites; perform cleaning
and maintenance as required.
Operate reservoirs and associated water distribution facilities; regulate gates, and operate
booster pumps to adjust flows and water levels.
Perform preventive maintenance and repair on pumps, motors, chemical feeders, minor
electrical systems troubleshooting, and similar equipment; notify supervisor of the need for major
repairs; install and replace varied equipment at production sites.

Read charts and gauges and maintain logs of water and chemical flows, rainfall, temperature
and other data.
Perform duties as shift operator; make decisions addressing the operation of pumps and related
flow and pressure control and storage facilities manually or by using a system control and data
acquisition system (SCADA), to maintain and/or adjust system flow and pressure requirements;
control flows to meet consumer demands including fire flow demands and minimum pressure
requirements.
Make decisions addressing operational activities to determine and control proper chemical
dosage rates for wellhead disinfection and distribution residual maintenance; investigate water
quality problems in the distribution system; take samples and perform standardized tests or
transport samples to the laboratory.
Lead and provide direction regarding landscape installation and maintenance around
reservoirs, wells, and similar sites; maintain sites in a clean and orderly condition, including
painting facilities and equipment on a regular basis.
Disassemble and remove pumps, motors and similar equipment for major contract
maintenance; reinstall as necessary.
Drive various vehicles and use hand and power tools and equipment related to the trade.
Observe proper safety precautions, particularly in dealing with hazardous chemicals such as
chlorine; maintain a safe work environment.
Read drawings and blueprints; maintain records of work performed.
Perform operational activities such as: install, tap, re-line, disinfects, test, and connect water
mains and appurtenances; shutdown, repair, disinfect and test broken water mains; oversee the
flushing, cleaning, and pigging of existing water mains; pull, reset, rehabilitate, disinfect and test
domestic water wells; standby emergency response duties for after hours distribution system
operational emergencies; and drain, clean, disinfect, and .maintain distribution reservoirs.
May train and provide lead direction over lower level maintenance or operations staff.
May work as a crewmember in maintaining and repairing the water, wastewater and
stormwater distribution systems.

Principles, practices, materials and equipment required to produce and to treat a potable
water supply.
Electrical and mechanical principles related to the maintenance and repair of pumps, motors
and other electromechanical equipment.
Safe working conditions and safety practices pertaining to the work, including the handling of
hazardous chemicals.
Operational characteristics and maintenance requirements of SCADA (Supervisory Control and
Data Acquisition) systems.
Principles and practices of distribution system operation such as water quality, sources of supply,

SUMMARY
Performs duties in the installation, maintenance, and repair of underground water and water
distribution systems and related facilities; operates utility treatment and distribution facilities on
a relief basis; operates tools and equipment in the performance of assigned duties; and
performs a variety of duties relative to assigned areas of responsibility.
CLASS CHARACTERISTICS
The Utility Supervisor provides supervision; responsibilities may include the indirect supervision of
maintenance and operations staff.
This is the experienced level class in the maintenance and repair of water distribution facilities
and equipment. In addition, incumbents operate well treatment and water distribution
facilities on a regularly scheduled or relief basis when on-shift operations staff is not available.
This class is distinguished from the Utility Service Worker classes by its assignment to the
operation and maintenance of production facilities and equipment. This class is
distinguished from the Utility System Operator in that the latter is primarily responsible for the
operation and maintenance of production facilities and equipment on a regularly
scheduled basis.

Duties:
Perform duties in the installation, maintenance and repair of underground water distribution
systems; serve as a relief operator for the utility treatment and distribution facilities.
Install, maintain, repair and replace underground water distribution systems, including mains,
services, valves, meter, hydrants, pressure regulators and related equipment.
Measure, cut, join and tap steel, cast iron, asbestos cement, copper, and plastic water pipe.
Replace or repair meters as part of a planned maintenance program; repair large commercial
