AUTHORIZING THE POLICE DEPARTMENT TO APPLY FOR AND ACCEPT
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM:
2009 FISCAL YEAR LOCAL SOLICITATION
WHEREAS, the City of Petaluma Police Department desires to apply for and accept .
Edward Byrne Memorial Justice Assistance Grant (JAG) Program: 2009 FY Local Solicitation.
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Manager of the City of Petaluma is authorized on the City's behalf to submit
the attached grant to the Edward Byrne Memorial Justice Assistance Grant (JAG)
Program.
2. The City of Petaluma agrees to the funding requirements and terms and conditions of
the Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
3. Grant funds received shall be used to stimulate the local and national economy
through the purchase of the vehicle identified in the grant report (Attachment A).
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 3`d day of August,

Edward Byrne Memorial Justice Assistance Grant Program (JAG) Program FY2009 Local Solicitation
Petaluma Police Department
Program Narrative:
Petaluma, CA is the second largest city in Sonoma County with a population nearing 60,000 people. The
City's Police Department consists of 100 sworn and civilian employees. The City of Petaluma, like many
Cities In California, is continuing to face a severe budget crisis as a result of our current economic times.
The Police Department has reduced their sworn staffing size from 77 allocated positions in the
2007/2008 fiscal budget year to the current size of 67 with three un-funded, frozen positions. The
Police Department accounts for approximately 43% of the citywide budget (figure from fiscal year
08/09). As a result of the continuing decline in City revenue, the City was forced to trim 1.2 million
dollars from the 09/10 fiscal budget. Part of the reduction in the budget included all of the vehicle
replacement funds for new police cruisers. The Police Department annually requests to buys 6 new
Police Cruisers. The Police Department is requesting funding from the Edward Byrne Memorial Justice
Assistance Grant (JAG) Program FY 2009 Local Solicitation to purchase a needed police vehicle to help
preserve the current size of the Police Department vehicle fleet.
The police cruiser that will be purchased with these grant funds is for the Police Department's patrol
division. We intend to buy a 2010 Ford Crown Victoria Police Interceptor with the grant funds. The cost
of a police cruiser is approximately $31,650. The Police Department's allocated grant amount this year
is $25,138, The Police Department intends to add $10,862 to cover the difference in the purchase of the
police cruiser and for the installation of equipment. The vehicle will be outfitted with all the necessary
emergency equipment and markings to identify it as a police cruiser. The vehicle will be utilized in the
patrol division as a black and white police cruiser. The purchase of a police cruiser will allow the Police
Department to remove from service a high -mileage police cruiser that is no longer safe to operate in a
patrol capacity.
Proiect Objectives. Design and Implementation:
Objective 1: Upon receipt of the grant award, order black and white police cruiser from State vendor.
Objective 2: De -service high -mileage police cruiser and remove all code three and safety equipment.

Objective 3: Install code three and safety equipment Into new police cruiser and rotate vehicle into
the patrol fleet.
The purchase of the new police,crulser will allow for the Police Department to remove an older, high -
mileage police cruiser and replace it with a brand new one. The implementation of the rotation of the
new police cruiser Into the police fleet will begin immediately upon award of the grant fund. We
anticipate it will take approximately 90 days to accomplish these objectives from the date of purchase.
Capabilities/Competencies:
The Petaluma Police Department has successfully developed, implemented, and administered numerous
specialized programs and grants from the National Highway and Transportation Safety Administration,
the United States Department of Justice and many State of California grant projects. The Police
Department is committed to accurately and efficiently capturing all relevant data and sharing that data
with appropriate agencies. The Petaluma Police Department and Petaluma City Finance Department
currently have staff assigned to the writing and monitoring of grants. This will allow for the tracking and
monitoring of all grant expenditures separately from other Federal funding. The Finance Department
routinely assigns grant funds separately to a special revenue fund. Each project within that fund is
individually tracked with its own project number to prevent comingling. It is the intent to spend all
grant funds immediately and no later than then October of 2010. These funds will have a positive effect
on the local economy which is still suffering in these troubled economic times.
Administrative Sergeant Ralph Evans is a veteran police officer with 24 years of experience. He has
been an administrative sergeant for three years. His duties include the writing and monitoring of grants.
He is responsible for the purchasing and outfitting of all new equipment and vehicles purchased for the
police department. He will be the project administrator.
Senior Accountant Kate Lloyd will track the awarded funds.

Department
Budget Narrative:
The Petaluma Police Department requests grant funding to purchase one police cruiser from a state vendor. The Police
Department intends to supplement the grant funds to purchase the police cruiser and install all emergency related
equipment necessary to outfit this police cruiser. Installation of this equipment will be handled by a local radio installer.
This equipment will include the items listed in the budget detail worksheet on page 1.
Without funding from this grant, the Police Department could not afford to purchase this vehicle. The Police
Department will be forced to continue allowing police officers to perform their daily duties while driving high -mileage,
older police cruisers. This type of police cruiser routinely breaks down with high repair costs. The repairs generally
require the police cruiser to be out of the fleet for weeks at a time for repairs.

This grant application is being submitted for review by the Petaluma City Council at the Aug 3 2009
council meeting. A notice will be posted on the City Web Site and posted in City Hall in regards to this
meeting date and the agenda items on the council agenda. The public will have an opportunity at this
council meeting, per estab►ished procedures, to make comments in regards to this grant application to,
the City Council at this meeting.

The City of Petaluma is requesting grant funds from the Edward Byrne Memorial Justice Assistance
Grant (JAG) Program FY 2009 Local Solicitation to purchase a 2010 police cruiser to replace an older,
high -mileage police cruiser in the patrol division fleet. The Police Department will utilize grant funds
and patrol budget funds to purchase the police cruiser and pay for all installation costs of police
equipment.
