BACKGROUND The State of Good Repair (SGR) grant was created within Federal Transit Administration's (FTA) Section 5309 Bus and,Bus"Facilities program to provide critical funding to rehabilitate existing;;transit infrastructure. In June 2010, staff responded to a call for applications and the City was awarded in this first round of SGR funding $600,000 for the rehabilitation of the Petaluma Transit Maintenance and Operations Facility (555 N. McDowell Blvd). The award , . required a City match of 20% of project costs which equals$150,000. On October 3, 2011, City Council accepted the first award of$600,000 in SGR funds. During the design of the initial (Phase I) improvements; staff responded to a second,call for projects from the SGR fund. Once again, Petaluma submitted a successful application and was awarded an additional $800,000. in SGR funding in December 2011, bringing the total SGR funding to $1,400,000 with-a total local match of$350,000 (i.e. 20% of$1,750,000). The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits". DISCUSSION State of Good Repair (SGR) grants are available to eligible transit agencies_ to renovate, • rehabilitate, modify and modernize assets including operations,and maintenance centers, stations, and rolling stock (vehicles). Phase I:of'this project began with development of a master plan for the future use of the transit facility(555 N. McDowell) and then proceeded into design of an Agenda Review: • City Attorney u./\ Finance Director City Manageer- addition to upgrade the maintenance building. Phase I Will focus on upgrading the existing maintenance shop to enable indoor maintenance of'modern.transit buses, and install an indoor drive-through bus wash. With the $1 Million in additional funding, the original Phase I project will expand to include elements originally slated for Phase II of the project. Phase I will now include all improvements desired on the Maintenance Building. A future Phase II will design and construct improvements to the grounds, perimeter, and parking lot areas. McDowell site (completed) • Shrink the existing maintenance building's footprint,;and replace the southerly half with a two bay, high ceiling, pre-engineering building (under planning review) • Improve the lighting,;heating, and ventilation in the maintenance area (designed) • Replace the existing roof of the northerly half of the maintenance building (designed) • Relocate the traffic technician's workshop within the existing building (designed) • Relocate the parts room and mechanic's office within the existing maintenance building (designed) • Complete deferred maintenance of the most deteriorated patches of the existing parking lot (in design) FINANCIAL IMPACTS This second award of$800,000 in SGR funding requires a local match of 20% ($200,000) of the total project. The local matching funds are budgeted in Petaluma Transit's Transportation Development Act (TDA) reserve funds, and have been targeted for this project for over a year. It is anticipated that approximately $400,000.in TDA reserves will remain after the Transit Facility Renovation projects (both phases) are completed. ATTACIIMENTS 1. Resolution 2 ■ Attachment 1 RESOLUTION ACCEPTING'FEDERAL STATE OF GOOD REPAIR GRANT, AND AUTHORIZING CITY MANAGER TO EXECUTE GRANT RELATED DOCUMENTS WHEREAS, in June 2010, the City of Petaluma submitted a successful application to MTC and the FTA for FTA Section 5309 State of Good Repair funding in the amount of $600,000, to rehabilitate the Petaluma Transit Maintenance Facility; and, WHEREAS,.on October 3, 2011, Petaluma City Council accepted a grant of$600,000 resulting from the City's first application for FTA State of Good Repair funds and authorized the City Manager to execute;and, • WHEREAS, in July 2011, the City of Petaluma submitted a second application to MTC and the FTA for FTA Section 5309 State of Good Repair funding in the amount of$800,000, to further rehabilitate the,Petaluma Transit Maintenance Facility;;and, WHEREAS, the application has been successful and FTA has awarded the City of Petaluma with $800,000 in.FTA.Section 5309 State of Good Repair funding for the Petaluma Transit Facility Renovation,Project—Phase One and Two; and, - WHEREAS, the funding for the local match for both phases of the project is available from Petaluma Transit's existing Transportation Development Act(TDA) transit operating and capital funds; and WHEREAS,the City has an acute need to renovate its existing transit operations and maintenance facility, to enable indoor maintenance of the modern Petaluma Transit fleet. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma: 1. Approves acceptance of FTA Section 5309 State of Good'Repair'(SGR) funding in the amount of$800,000;.and 2. Approves atotal local grant match of$200,000 from TDA Transit operating funds; and 3. Authorizes the City Manager to execute grant related documents for said grants.
