RECOMMENDATION It is recommended that the'City Council adopt the attached resolution-approving installation of medallions on the sound wall on the Caltrans US 101 MSN (Marin=Sonoma Narrows) project within Petaluma City Limits. BACKGROUND • The Caltrans US 101 MSN Project will'widen US 101 to add an HOV (high occupancy vehicle) lane in each direction from south of Old"-Redwood Highway to just north of Lakeville Highway and install sound walls. On April 5, 2010, a Caltrans representative presented the proposed sound.wall along the Leisure Lake Mobile Home.Park to the City Council. The wall will be installed as part of the US 101 Central B Widening Project,(Pepper.Road to Corona Road overpass approximately). Since the project is within City limits, Caltrans;requested the City Council input regarding the Petaluma Art Committee proposed design of the medallions on the sound wall on the Central B Project and future phases of the MSN Project. Phase B,of the Central Project includes the construction of the HOV lanes from just south of Old Redwood Highway in Petaluma to just north of Pepper Road. The Old Redwood Highway Project was broken out"from the.Central B project and is also referred to as the Central B-2 project. The Marin-Sonoma Narrows (MSN)project will add approximately 17 miles of HOV lanes in each-direction starting at Highway 37-going through Petaluma and ending at Old Redwood Highway Interchange project limits. City staff at that time directed the Caltrans design consultants,to stop work-on the medallion effort. It cannot be deterrriined`from'the files or,discussions with Caltrans and City consultant why the medallions were dropped from the project, but as a result, the sound wall constructed Agenda Review: City Attorney Finance Director City Manage • along,the frontage ofthe'Leisure Lake;Mobile Home',Park, from the north;end to approximately 400 feet short•of the south,end, does not include medallions:However, the proposed 400 feet of the sound wall from the existing wallto..the'south end of the mobile'home park will be included in the upcoming Old'Redwood Highway Interchange Improvement Project, and the City can request that Caltrans add the medallions to this wall segment, and to the sound walls in the MSN Projects'through city limits. The proposed action meets and the CounciPs•goal to "Plan for and implement priority capital projects as funding permits". DISCUSSION Staff requests City Council direction on including the three Petaluma Art Committee recommended medallions (see Attachment.2)on all future sound walls on the MSN Project. The final design of the MSN Project is nearly complete; therefore, the;.Council decision on the medallions is needed soon.for Caltrans implementation. The wall can be designed and built to accept the medallion for placement at a later date if Council wishes to include medallions, but of a design that differs from Art Committee recommended designs: Staff recommends City Council approve the attached resolution,which will result in the installation ofthe.three medallion•.d'esighs recommended by the,Art.Co"minittee as shown in Attachment 2. The medallions'will,be installed in series near the beginning and end of each • sound wall on the future MSN Project,or as otherwise directed by Council. Instead of approving the attached-resolution, Council could to direct staff to do the following: 1. Construct all sound walls within,City limits without-the proposed medallions 2. Construct the remaining sound walls'to provide space for placement of medallions at a • later date, and direct staffto make changes in medallion design and bring back to future Council approval Council can also choseto;direcLstaffto attempt to include medallions on the remaining segment of the sound wall along Leisure Lake in the.current Old Redwood;Highway Interchange Project. This change would likely occur by Contract Change Order and therefore would require negotiation with future contractor after award of that contract. As with option#2 above, the change order could also be to construct the'sound wall°to accept the medallions, but, if a redesign of the,medallion is required, to not add them. FINANCIAL IMPACTS The,staff-time included in the design, construction, and installation of the medallions, and maintenance of the medallions following the installation are anticipated to be insignificant in comparison to the project:.costs and no modification,to currentbudget is expected. Incorporating the medallions into the MSN project,will be considered a part of the project cost, and the City will not need to fiindthis effort, provided clear direction can be'provided. The MSN project is being funded`by the Sonoma County Transportation.Authority and is not being funded by the City. If medallions are`added;to the Old Redwood Highway project, which is a City lead and 2 • partially funded project;,it would:require a minor contract,change order after contract award: The change order is estimated to be approximately$20,000 which'would be,absorbed in to the current approved'project budget. The cost to the City would bean approximate 70% of the change, based on the current cooperative.fnnding agreement with SCTA, which allocates a certain dollar value per funding=source, per task. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Petaluma approves the ihstallat oir=ofthe three medallion designs shown in Exhibit A to this resolution on sound walls tube construdedas part of the Caltrans MSN Project in Petaluma. 4 • . .. • .
