RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING
PURCHASE AND INSTALLATION OF TWENTY (20) DUAL TRASH AND RECYCLING
RECEPTACLES FROM VICTOR STANLEY VIA THE EQUALIS GROUP COOPERATIVE
PURCHASING AGREEMENT
WHEREAS,Petaluma Transit seeks to increase transit ridership throughout the City of Petaluma; and
WHEREAS, the City seeks to improve conditions at bus stops throughout the City to help encourage transit
ridership, lower vehicle miles traveled, and greenhouse gas emissions; and
WHEREAS, on January 24, 2022, the City Council authorized staff to apply for a CalRecycle grant to
improve public waste receptacles in Petaluma; and
WHEREAS, staff submitted an application for and on September 21, 2023 and CalRecycle notified staff of
award of the Beverage Container Recycling Grant Program funding in the amount of$275,000; and
WHEREAS, the City wishes to procure twenty (20) dual trash and recycling receptacles to be installed at
key bus stops throughout Petaluma; and
WHEREAS, an option was located to purchase the receptacles through a procurement consortium, led by the
Equalis Group, known as the "Cooperative,"Victor Stanley, was a successful bidder; and
WHEREAS, quotes were received for the receptacles with the quote by Victor Stanley for twenty (20) SD-
242 trash and recycling receptacles totaled $85,786.40, including materials, freight, and tax being the best value;
and
WHEREAS, installation for these receptacles is estimated to cost an additional $10,000, for a total project
cost of$95,786.40; and
WHEREAS, funding for the project will be as follows: $75,000 from CalRecycle Grant funds, and
$20,786.40 from Petaluma Traffic Impact Funds (TIF); and
WHEREAS, the proposed action is exempt under the common-sense exemption, California Environmental
Quality Act(CEQA)Guidelines Section 15061(b)(3), as the purchase of public trash and recycling receptacles to
replace existing trash receptacles will facilitate waste reduction; and
WHEREAS,the project is also categorically exempt pursuant to CEQA Guidelines Section 15301 (Existing
Facilities) Section 15303, as the bus shelters and benches are small structures, and Section 15311, in that the new
bus shelters and benches are accessory structures to established uses. and Section 15304 (Minor Alterations to
Land) as any impacts related to installation of the receptacles will be temporary.

NOW, THEREFORE,BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. The recitals set forth above are true and correct and incorporated into this resolution as findings for the
Petaluma City Council.
2. Authorizes the purchase of twenty dual waste receptacles from Victor Stanley, via the Equalis Group
Cooperating Purchasing Agreement in the amount of $85,746.40. Finds that purchasing the waste
receptacles through a cooperating purchasing agreement satisfies the City's Charter and Municipal Code
purchasing requirements.
3. Finds that the purchase twenty (20) Victor Stanley dual trash and recycling receptacles is exempt under
the common-sense exemption, California Environmental Quality Act (CEQA) Guidelines Section
15061(b)(3), as the purchase of public trash and recycling receptacles to replace existing trash receptacles
will facilitate waste reduction. The project is also categorically exempt pursuant to CEQA Guidelines
Section 15301 (Existing Facilities) Section 15303, as the bus shelters and benches are small structures,
and Section 15311, in that the new bus shelters and benches are accessory structures to established uses.
Installation work would be categorically exempt pursuant to CEQA Guidelines Section 15304 (Minor
Alterations to Land) as any impacts related to installation of the receptacles will be temporary.
4. The City Manager or their designee is hereby authorized to take all actions necessary to implement this
Resolution.
Under the power and authority conferred upon this Council by the Charter of said City.
