Introduced by Councilmember Seconded by Councilmember Nancy Read Matt Maguire AN ORDINANCE AMENDING SECTION 21-204.4 OF THE ZONING ORDINANCE NO. 1072 TO PERMIT SCHOOL ANNOUNCEMENT SIGNS UP TO 32 SQUARE FEET IN SIZE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS FOLLOWS: Section 1. On March 26, 1996, the Planning Commission held a duly noticed public hearing on the proposed amendment to the City of Petaluma Zoning Ordinance; Section 2. Following a public hearing, the Planning Commission recommended approval of the amendment to the Petaluma Zoning Ordinance; Section 3. The City Council finds that the amendment is exempt for the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061 of the CEQA Guidelines. NOW, THEREFORE, BE IT RF,SOLVED that the City Council amends Section 21- 204.4 E of the Petaluma Zoning Ordinance as follows: Amend Section 21-204.4 E as follows: Section 21-204.4 Signs in A (Agricultural), R (Residential), and C-O (Administrative and Professional Office) Districts. Conformity with regulations: No sign, outdoor advertising structure, or display with any character shall be permitted in an A, R, or C-O District except the following: E.l. Announcement Signs for Public and Private Academic Schools: One (1) non- illuminated announcement sign or bulletin board not over thirty-two (32) feet in area on the site of a public or private academic school. Which sign, if not attached flat against a building shall be at least twelve (12) feet form all street curb or pavement lines. Announcement signs may not project over (2) two feet from any wall surface in compliance with Section 21-204.5 G. Messages on these signs shall be related to school Ord. 20 ~0 NCS Page 1 of 2 activities. The school shall be responsible for maintaining the sign in an attractive and well kept condition. Unauthorized messages and/or graffiti shall be removed from the sign in a timely manner. E.2 Announcement Signs for Churches, Community Centers or other Public or Institutional Buildings other than Public and Private Academic Schools: One (1) non- illuminated announcement sign or bulletin board not over twelve (12) square feet in area onthe site of a church, community center or other public or institution building other than a public or private academic school. Which sign, if not attached flat against a building, shall be at least twelve (12) feet from all street curb or pavement lines. Announcement signs may not project over (2) two feet from any wall surface in compliance with Section 21-204.5 G. IF ANY SECTION, subsection, sentence, clause or phrase or word of this ordinance is for any reason held to be unconstitutional by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this ordinance. The City Council of the City of Petaluma hereby declares that it would have passed and adopted this ordinance and each and all provisions thereof irrespective of the fact that any one or more of said provisions be declared unconstitutional.
