of the City of Petaluma, California
RESOLUTION ACCEPTING THE DONATION OF A PRE-OWNED TYPE 3 WILDLAND FIRE
ENGINE FROM MARIN COUNTY FIRE DEPARTMENT
WHEREAS, the City of Petaluma’s Fire Department responds to wildland fires within its jurisdiction, when
mutual aid is requested, and also to support major wildland fire operations outside of Sonoma County; and
WHEREAS, a third-party operational and administrative analysis of the Petaluma Fire Department included
a recommendation to “explore additional wildland apparatus resources such as a Type 3” fire engine; and
WHEREAS, the County of Marin’s Fire Department intends to declare its 2006 International 7400 Type 3
fire engine as surplus and donate it to City; and
WHEREAS, outfitting the Type 3 fire engine so it can be placed into service can be funded via unspent
appropriations for the Type 1 fire engine purchased in October 2024 for anticipated delivery in 2028; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that replacing a Fire Engine does not meet
CEQA's definition of a “project,” because the action does not have the potential for resulting in either a direct
physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and
because the action constitutes organizational or administrative activities of governments that will not result in
direct or indirect physical changes in the environment; and
WHEREAS, if the proposed action did constitute a project under CEQA the action is exempt under CEQA
Guidelines Section 15301 as the operation of a public mechanical equipment involving negligible or no expansion
of use.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378, in that accepting a donated Type 3 fire engine
does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting
in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in
the environment, and because the action constitutes organizational or administrative activities of governments
that will not result in direct or indirect physical changes in the environment. If the proposed action did
constitute a project under CEQA the action is exempt under CEQA Guidelines Section 15301 as the operation
of a public mechanical equipment involving negligible or no expansion of use.
3. Accepts the donation of one pre-owned 2006 International 7400 Type 3 fire engine from the County of Marin.
4. Authorizes the City Manager to execute all necessary documents to complete the acquisition.
