SUBJECT: Resolution Amending the Pay Rates for Part-time Positions
RECOMMENDATION
If the City Council increases the Living Wage it is recommended that the City Council adopt the
attached Resolution Amending Pay Rates for Part-time Positions, effective July 1, 2012.
BACKGROUND
A resolution has been placed on the Council's Agenda for May 21, 2012 with staff's
recommendation that the City Council maintain the current Living Wage rate for the 2012-13
Fiscal Year. That same item provides an alternative resolution increased the Living Wage by a
2.9% COLA.
The City's part-time classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher
I and Ramp Attendant are subject to the Living Wage. These positions and Recreation positions
benchmarked to the City Living Wage positions were last adjusted by 1.5 percent effective July
1, 2011.
DISCUSSION
If the City of Petaluma provides a 2.9 percent pay rate adjustment to those employees in Living
Wage positions effective July 1, 2012, there are positions benchmarked to Living Wage position
classifications in the Recreation Services Division that have been treated in the same manner. In
order to maintain pay rate consistency among those positions that are related and or similar, but
are not subject to the Living Wage ordinance, it is recommended that those part-time position
classifications also receive the 2.9 percent cost of living adjustment effective July 1, 2012. The
affected positions and rates of pay are listed in Attachment A.
FINANCIAL IMPACTS .
Increasing the Living Wage by 2.9 percent, effective July I, 2012, will result in a total estimated
increased cost to the City in the 2012-13 Fiscal Year of$11,083. The General Fund's share of

this cost is $9,497. The estimated cost of adjustingthe.hourly wage of City of Petaluma Living
Wage positions is $4,366; and $6,717 for those Redreation'.positions benchmarked to the City's
Living Wage positions.

RESOLUTION AMENDING THE PAY RATES
FOR PART-TIME POSITIONS
WHEREAS, the December to December Consumer Price Index for San
Francisco-Oakland-San Jose (CPI-U) indicates an overall increase of 2.9 percent in Bay
Area consumer prices from the December 2010 to December 2011; and,
WHEREAS, the City Council of the City of Petaluma, pursuant to Petaluma
Municipal Code Section 8.36.060.D;.adopted a 2.9 percent cost of living adjustment to
the Living Wage effective July 1, 2012 based upon the most recent December 2010 to
December 2011 Consumer Price Index for San Francisco-Oakland-San Jose (CPI-U);
and,
WHEREAS, the City of Petaluma part-time positions of Building Attendant,
Marina Attendant, Ramp Attendant, and Tiny Tots Teacher 1 are subject to the Living
Wage and will receive an increase of 2.9 percent effective July 1, 2012; and,
WHEREAS, the City wishes to maintain pay rate consistency within certain part-
time positions which are related, and or similar to the City's Living Wage positions, but
are not subject to the Living Wage ordinance; and,
WHEREAS, the City last adjusted the pay rates for certain part-time positions
effective July 1, 2011 by 1.5 percent; and
WHEREAS, the schedule of pay rates for the part-time positions recommended
for the pay rate adjustment of 2:9 percent are amended and listed (as attached hereto and
marked Attachment A).
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby
approve a 2.9 percent pay rate adjustment for the part-time positions listed in Attachment
A; and

BE IT FURTHER RESOLVED that the 2.9 percent pay rate adjustment shall be
effective July 1, 2012.
