RESOLUTION PROVIDING DIRECTION ON LUCCHESI PARK, MULTI-USE SYNTHETIC TURF
FIELD REPLACEMENT
WHEREAS, Lucchesi Park, a nearly 30-acre Community Park centrally located in Petaluma, serves as
the most active park among the City’s 48 dedicated park sites and provides a diverse range of recreational
amenities to meet citywide needs; and
WHEREAS, Lucchesi Park features Petaluma’s first all-weather, synthetic turf field, installed in 2000
and last replaced in 2009, which supports year-round, multi-use play for a variety of sports and recreational
activities; and
WHEREAS, the current synthetic turf field has exceeded its serviceable life, with deteriorated field fibers,
reduced traction, poor drainage, and compaction, creating unsafe playing conditions and negatively impacting
the quality of play; and
WHEREAS, organized sports groups and community members have expressed concerns about player
safety, canceled games, and disrupted schedules due to the degraded condition of the existing field; and
WHEREAS, replacing the field with a safe, durable, and high-quality surface will ensure the continued
availability of a critical community resource for both organized and drop-in recreational use; and
WHEREAS, staff evaluated replacement options based on safety, equity, environmental impact, and
maintenance priorities to ensure a high-quality and sustainable playing experience for the community; and
WHEREAS, a Summer 2023 community survey with 506 respondents showed strong preference for
synthetic turf (60.8% English speaking and 58.3% Spanish speaking respondents) and emphasized the
importance of all-season access to the field; and
WHEREAS, the survey responses demonstrated that Lucchesi Park is a valued, multi-generational
resource with significant usage by players of all ages, clubs, and organizations;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. The above recitals are declared true and correct and incorporated herein as findings of City Council.
2. This item does not constitute a “project” as defined by Section 15378 of the California Environmental Quality

Act (CEQA) Guidelines, as it is solely intended to provide direction. Following Council’s direction, staff will
conduct the necessary environmental review in preparation for a subsequent City Council action to approve a
field-replacement capital project in compliance with CEQA. It is anticipated that any future action will fall
within the scope of the existing environmental document previously approved for Lucchesi Park. If not, the
action is expected to qualify for a categorical exemption under CEQA Guidelines Section 15302, which allows
for the replacement or reconstruction of existing facilities. In this case, the project involves replacing the
existing ball field with a new field.
3. Directs staff to proceed with Option #2 – All-Weather Synthetic Turf Field Replacement and Subsurface
Upgrades, as outlined in the accompanying staff report regarding the replacement of Luchesi Field.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 3rd day of February
2025, by the following vote:
