RESOLUTION AUTHORIZING THE PURCHASE OF TRUCK-MOUNTED ASPHALT PATCHER
THROUGH THE SOURCEWELL COOPERATIVE PURCHASING PROGRAM IN THE AMOUNT
OF $169,549.33 AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS
NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the City of Petaluma is committed to maintaining and improving its roadways as outlined in the
recently approved 5-Year Paving Plan, which seeks to enhance the City’s Pavement Condition Index (PCI) and
support long-term infrastructure goals; and
WHEREAS, the Streets Division currently uses an asphalt patcher that has exceeded its life expectancy,
having already been rebuilt once, and continued use of this equipment poses risks of breakdowns and
inefficiencies that could hinder road maintenance efforts; and
WHEREAS, the purchase of a new Model BC-3 Truck-Mounted Asphalt Patcher, designed around the needs
of the Streets Division crew, will improve operational efficiency, reduce downtime, and support the City’s
ongoing street repair and maintenance efforts; and
WHEREAS, the new asphalt patcher will be installed on the City’s existing 2019 F650 truck; and
WHEREAS, the City is a member of the Sourcewell Cooperative Purchasing Program (formerly National
Joint Powers Alliance), which supports cooperative purchasing, allowing the City the opportunity to access
competitively awarded and nationally leveraged cooperative purchasing contracts; and
WHEREAS, the Sourcewell cooperative price meeting specifications for the Model BC-3 Truck-Mounted
Asphalt Patcher was submitted by Municipal Maintenance Equipment, an authorized distributor for PB Loader
Corporation (Sourcewell Contract #080521-PBL), for $169,549.33; and
WHEREAS, funds in the amount of $150,000 were included and approved in the FY 24/25 budget for the
purchase of a truck-mounted asphalt patcher and the additional cost of $19,549.33 can be covered with existing
Streets funds; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that purchasing a truck-mounted
asphalt patcher does not meet CEQA's definition of a “project,” because the action does not have the potential for
resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change
in the environment. If this action was a project, it would be exempt pursuant to CEQA Guidelines Section 15301
as replacement and repair of existing facilities as the purchase of a Model BC-3 Truck-Mounted Asphalt Patcher
will replace the existing patcher.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Declares that the above recitals to be true and correct and are incorporated into this resolution as findings of
the City Council.
2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act

(CEQA) in accordance with CEQA Guidelines Section 15378(b)(5), in that purchasing a truck-mounted
asphalt patcher does not meet CEQA's definition of a “project,” because the action does not have the potential
for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical
change in the environment. If this action was a project, it would be exempt pursuant to CEQA Guidelines
Section 15301 as replacement and repair of existing facilities as the purchase of a Model BC-3 Truck-Mounted
Asphalt Patcher will replace the existing patcher.
3. Finds that purchasing the truck-mounted asphalt patcher through the Sourcewell Cooperative Purchasing
Program is in compliance with the purchasing requirements of the City Charter and Chapter 4.04 of the
Petaluma Municipal Code.
4. Approves the purchase of the Model BC-3 Truck-Mounted Asphalt Patcher from PB Loader Corporation
through their authorized distributor, Municipal Maintenance Equipment, for $169,549.33, including taxes,
fees, and installation.
5. Authorizes the City Manager or her designee to execute any necessary agreements and documents to
complete the purchase of this equipment.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 17 day of March 2025,
