'` The Santa Rosa Community Action Committee's campaign began in November when the Ministerial
,Association held a kick-off event for key leaders'inSaato:Rosa,.The committee is currently preparing a
video to recruit business participation. Committeeshave been formed to coordinate with specific community
segments such as business,civic groups,religious centers,community based organizations,neighborhood
groups and local governments.Communities must have a minimum of 60°/0 participation from these seg-
ments in order to be declared a Hate Free Community. The Sonoma County Office of Commissions will
provide six trainings for Santa Rosa businesses with-materials that canbe duplicated and distributed to .
employees. Decals and plaques Will be displayed identifying member businesses and organizations. Public
service announcements to raise awareness and support will be aired. A coordinated public relations
campaign also will be ainiedat encouragirig membership and raising community awareness.
The result will be that community members are better informed,educated about the warning signs of hate'
• group activities,and know how to work with law enforcement in reporting incidents occuring in their own
neighborhoods. The prevention aspect of the project benefits local communities by;pros iding proactive
education about building inclusive communities,promoting tolerance and understanding,and actively seeking
to understand andappreciate individinl differences'and to respect all.

The Hate Crime PreventionNetwork isa joint-project ofthe Commission on Human Rights,the District

Attorney and the Sheriff. It'wasformed by:the Sonoma County Board of Supervisors to create and carry
out a comprehensive hate.violence reduction and response plan for Sonoma County.

OVERVIEW: STRUCTURE OF THE SONOMA COUNTY HATECRIME PREVENTION NETWORK
• The Sonoma County Hate Crime Prevention Network is a large network of committees and
groups working, toward preventing and responding to hate crimes and ,incidents in Sonoma

PROPOSED CHANGES OF`EXISTING NETWORK"STRUCTURE
•, As the Santa Rosa Community Action Committees work has increased, the need for a more
cohesive committee structure, oversight;and coordination has emerged. 'Several strategies: are
proposed:
Santa`Rosa Commrnity Action Committee:
This larger umbrella.committee would begin meeting on a quarterly basis, and each meeting
would be an event with speakers, progress reports and celebrations of;achievements that would
provide;;opportunity`for: media coverage:. This strategy would be central to the Media Plan (see
below).
Executive Committee:
. The Executive Committee;:composed of the Chairs of each of-the subcommittees and founding
members, would meet%monthly:: Convening an Executive Committee°will allow coordination of
campaign efforts and facilitate 'strategic alliances. For instance, the United Way Corporate
Board may use'strategic alliances within the business community to solicit business leaders and
membership.

A primary function of the Executive Committee would beto coordinate campaign plans: They
would do this, in part, by arranging for facilitated action planning meetings of each
subcommittee.,e. The

committee members. Other Executive Committee functions would
include management tof; funds; media and publicity campaigns, coordination of public
presentations, and cdordinationof training and technicahsupport for committees.
Business Round Table:, The Business Subcommittee initiate a Business Round Table"
comprised of membership from United Way Corporate Board, Chamber of Commerce, Hispanic
Chamber of Commerce:and Leadership Santa Rosa Alumni Association.
Strategic Alliances: Business Round Table members and Interfaith Committee members begin
"cross-fertilizing i.e., mentoring leaders of other committees whose campaigns are not as far
advanced and assist those groups in developing action plans. Other examples of strategic
alliances include mall management companies committing tenant participation, downtown
merchants' association making membership commitments, United Way requesting;Membership
from funding recipients, etc.
Action Plans: All Committees will.complete Action Plans With a group facilitator and begin
project work among members: Action plans provide members with a clear role to play and
• provides a structure to execute plan.

Media Plan:'The media plan would be developed:by the Executive:Committee,,and involve the
• following,elements:
a- Coverage of the Membership:Drive Celebration event,with the Interfaith Community
b:. Each_quarterly meeting of the Community Action Committee is an event structured in
part to generate media interest
c. Announce goals and activities, public call to,action, celebrate achievements.
