Dear City Council,
The No Spray Action Network opposes government-mandated forced spraying of pesticides
against the glassy-winged sharpshooter. We are opposed to"this intrusion on the grounds that it is
in violation of property rights;'privacy rights and civil rights. The basic and fundamental
protections of properties and'human health have been suspended by the adoption of the Sonoma
County Workplan, Pierce's Disease/Glassy-Winged"Sharpshooter Program, which permits the
Agricultural Commissioner or hisCdepartment personnel to spray properties without the consent of
the owner or residents. Under [Section 1., no 3] of the Workplan an:individual's property and
civil rights (not to be forcibly subjected to toxic chemicals) have been made subordinate to
commercial interests. An appeals„process is only in effect;by determination of theAgricultural •
Commissioner, who helped to:draff the,Workplan, and subject to a decision by the Board of
Supervisors who adopted the Workplan. There is no human health emergency to warrant such
government invasion, only a potential loss of profits to private business enterprises. If we permit
business interests to supercede;public health where,can aline:be drawn for what should, what
must, take priority? Is there anycommodity.that-is more important than the=health and welfare of
our children, and all the people ofthis or any other county?
• The city councils of Sonoma, Windsor and Sebastopol,The No,Spray Action Network, and the
thousands of Sonoma citizens who have signed petitions urge the HealdsburgCity Council
members to stand with us in opposition to.a government program that is tantamount to home
invasion and endangerment to Ktiman health.
