The Board of Directors for the Sonoma County Grape Growers Association asks that you not take action now. The threat of glassy-winged sharpshooter(GWSS) infestation and taking steps to eradicate a localized infestation concerns;us all., Those steps can include spraying, but that will only be done after consulting with property owners and seeking ways to address their individual concerns. Those concerns have been addressed m}the past when the Sonoma County Agricultural Commissioner eradicated localized infestations.of theapplemaggot and grape leaf skeletonizer. Pesticide use to eradicate a localized GWSS infestation can be avoided if the GWSS is not introduced into Sonoma County. The Agricultural Commissioner's Work Plan focuses on inspections to prevent introduction,of the pest. Clearly nursery stock is the most likely avenue for introducing the,pest. Your city and its citizens can help;reduce the risks of GWSS introduction. Individuals should not bring-nursery plants into the county unless they have been inspected for GWSS. Landscaping plants should be purchased from established retailers whose plant materials •' are locally grown or are imported following inspection for GWSS at their origin and again upon arrival here. Grape growers do not want properties sprayed without the owners' support; and grape,growers . also do not want GWSS to become established in Sonoma County. As elected officials, you face such conflicting objectives on many issues. But until an infestation;occurs,we can only speculate on a reasonable course of actions Retain your flexibility to work for your constituents'and-with our Agricultural Commissioner if a.localized infestation is found; do not pass a resolution that limits flexibility now. The Sonoma County,Grape Gowers.Association is'focusing;on keeping the GWSS out of Sonoma County. ;Should those;efforts fail and a:localized GWSS infestation be found, we are committed to minimizing conflict and addressing the problem in the entire public's interest. We will seek mutual understanding and support If the GWSS becomes established,then public ' eradication efforts will cease and Sonoma County will`be an infested county. Park:Maintenance Supervisor J SUBJECT: Resolution pertaining to insecticide spraying and Pierce's Disease The attached resolution pertains to the issue of forced spraying of insecticides on private , property and City property by the State or County in the event of the discovery of the glassy-winged sharpshooter, The glassy-winged sharpshooter is the insect that can transmit Pierce's Disease to grape vines and other plants. Pierce's Disease could be devastating to our local grape industry: The Parks Division does not and would not engage in any action towards the glassy-winged sharpshooter, nor would we ever or do we ever spray any of the chemicals mentioned in this resolution. The issues in this resolution do not pertain to our IPM program. This resolution reflects political and legal issues. Any action taken by the City Council would be symbolic. They do not have the legal authority to override'the Agricultural Commissioner. The Sebastopol, Sonoma, and Windsor city councils have voted on similar resolutions. A staff report may present the various,.sides of the issues involved. There is no need to examine our IPM;program.
