Santa Rosa,-CA'95401 •., To the Members-of the Water Advisory Committee: Fax. 707-543-3936 . .RE: • Facilitation for Development of a New Agreement . - • I have reviewed the necessary work and the likelihood of reaching a New Agreement within a ! short period of time with the use`of professionalifacilitation: This review'has"led'to two - ' concerns:. - - . . - ' 1. Based on past history, we could;be working on the development of this New Agreements for a period of 2-3 years or more. . 2: My guess 15'we will be expending in excess of$100,000.00 per year on required services, . - _ _: :including:facilitation;,research and'independent=legal:counsel'.at a minimum level and- , -- much higher-if a broader process is requested.. .- - '. In March the Water'Advisory,Committee meeting focused on a goal to reduce the Sonoma . - County Water Agency's budgetto an absolute minimum. If this succeeds,;it leaves only • $30,000:00 for use by the-Water Advisory Committeerand no additional funding tb support a- - - long-term, facilitated and,,hopefully, comprehensive process. • ' ' `-Although therSacramento.experience involved•moretindividual:groups, the staff and'facilitation • costs equaled approximately $1•3 million over a period offless-than.ten years. _ With this in mind, it does not appear reasonable to attempt to engage,in a comprehensive process • for development of a New'Agreementunless member agencies, are;willing"to place appropriate rnoniesinto the Agency's-budget iri order to carry outtheproposed processes-as yet, not defined.
