of the City of Petaluma, California
RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN AND
AUTHORIZING AND ELIMINATING POSITION OR FUNDING ALLOCATIONS ASSOCIATED
WITH THE ADOPTED FISCAL YEAR 24/25 BUDGET BY 1) ESTABLISHING THE
CLASSIFICATIONS AND PAY RANGES OF PROJECT MANAGER I/II, SENIOR PROJECT
MANAGER, AND SENIOR ENVIRONMENTAL SERVICES ANALYST; 2) REVISING THE
CLASSIFICATION SPECIFICATIONS OF ENVIRONMENTAL SERVICES TECHNICIAN AND
ENVIRONMENTAL SERVICES ANALYST; 3) ELIMINATING THE CLASSIFICATION OF
PROJECT MANAGER; 4) AUTHORIZING THE POSITION ALLOCATION OF ONE (1) SENIOR
ENVIRONMENTAL SERVICES ANALYST; AND 5) ELIMINATING THE POSITION OR FUNDING
ALLOCATION OF ONE (1) ENVIRONMENTAL SERVICES ANALYST
WHEREAS, the Petaluma Municipal Code Section 3.04.020.D authorizes the City Manager as the City’s
Personnel Officer to prepare or cause to be prepared a position classification plan, including class specifications
and revisions of the plan; and
WHEREAS, the Petaluma Municipal Code Section 3.40.020.E authorizes the City Manager to prepare or
cause to be prepared a plan of compensation and revisions thereof, covering all classifications in the competitive
service; and
WHEREAS, the City wishes to keep its Classification and Compensation Plan current, and in accordance
with Petaluma Municipal Code Section 3.04.020, amendments or revisions to the Classification and
Compensation Plan are effective upon approval by the City Council; and
WHEREAS, the City Council adopted the Fiscal Year 2024-25 Budget on June 17, 2024, which included
various staffing changes consistent with City operational needs and aligned with the Council’s goal of “A City
That Works for Everyone;” and
WHEREAS, a thorough and multi-faceted classification and compensation analysis supports the creation of
a Project Manager series: Project Manager I/II (as attached in Exhibit A) and Senior Project Manager (as attached
in Exhibit B) as well as an Environmental Services series including the revision of Environmental Services
Technician (as attached in Exhibit C), Environmental Services Analyst (as attached in Exhibit D), and creation of
a Senior Environmental Services Analyst (as attached in Exhibit E); and
WHEREAS, the proposed actions address immediate organizational and operational needs, align with the
City’s adopted goals and objectives, and assist the City in establishing much needed succession-resiliency
planning for organizational sustainability; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that, approving this action does not
meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct
physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and
because this is a personnel-related action that constitutes organizational or administrative activities of
governments that will not result in direct or indirect physical changes in the environment.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378(b)(4), in that, approving this action does not
meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a
direct physical change in the environment or a reasonably foreseeable indirect physical change in the
environment, and because this is a personnel-related action that constitutes organizational or administrative
activities of governments that will not result in direct or indirect physical changes in the environment.
3. Approves the amendment to the Classification and Compensation Plan as written in this Resolution, including
an amendment in the Competitive Service of the Personnel System as attached and incorporated as Exhibits
A- E.
4. Establishes the classification specifications of Project Manager I/II, Senior Project Manager, and Senior
Environmental Services Analyst (as attached in Exhibits A-B, and E respectively).
5. Revises the classification specifications of Environmental Services Technician and Environmental Services
Analyst (as attached in Exhibits C-D).
6. Establishes the pay ranges of Project Manager I/II, Senior Project Manager, and Senior Environmental
Services Analyst to:
7. Eliminates the classification of Project Manager.
8. Authorizes the position allocation of one Senior Environmental Services Analyst.
9. Eliminates the position or funding allocation of one Environmental Services Analyst.

Job Class: 04PMGR
Project Manager I/II
Summary Administer and serve as project manager for various public works architectural, engineering, and related capital improvement projects for the City; identify, prepare, and administer grants for related projects; and provide administrative and technical support to the assigned division.
Class Characteristics
Direction is provided by a higher-level manager; responsibilities may include direct or indirect
supervision of subordinate professional, technical, and/or support services positions.
Project Manager I
This is the entry-level class of the Project Manager series and incumbents are expected to provide
support for the least complex projects and perform a variety of activities in support of the assigned
division. This class is distinguished from the Project Manager II in that the latter works
independently on assignments with a greater level of difficulty and/or complexity. This class is
distinguished from the Engineering Technician series in that the latter is responsible for drafting,
surveying and engineering office and field work in support of engineering activities. The focus of
Engineering Technician work is to gather, analyze, and monitor engineering related data whereas
the focus of the Project Manager I is to support the implementation of engineering projects.
Incumbents may advance to the Project Manager II position after gaining experience and
demonstrating proficiency which meet the qualifications of the higher-level class.
Project Manager II
This is the journey-level class of the Project Manager series. Incumbents are expected to
independently perform the full scope of duties as assigned with minimal assistance or direction.
This class is distinguished from the Senior Project Manager in that the latter is responsible for
independently planning, organizing, and supervising the largest and most complex City projects.

Work with project architects, engineers and other staff to identify “green building” options;
research green building alternatives and perform cost/benefit analyses; investigate and analyze the
full scope of short- and long-term advantages to green building opportunities.

Respond to inquiries and provide information regarding assigned project activities and related
department matters.
Monitor and evaluate the City's compliance with various ordinances, codes, and applicable laws;
report issues of non-compliance; review operational conditions in the field as necessary.
Review environmental impact and other reports for compliance with City policies, rules, and
regulations; conduct special studies on a wide variety of project-related issues.
Build and maintain positive working relationships with co-workers, contractors, consultants, other
City employees, and the public using principles of good customer service in a manner consistent

objects, tools, or controls. The employee frequently is required to sit, perform data entry using a
computer or tablet; operate office equipment requiring repetitive arm/hand movement. The
employee will occasionally lift and/or move up to 25 pounds. Specific vision abilities required by
this job include close vision, distance vision, color vision, peripheral vision, depth perception, and
the ability to adjust focus. The employee is occasionally exposed to outside weather conditions
and is expected to operate an automobile as needed for offsite work-related activities, including

Experience:

projects is desirable.
Project Manager II
Experience:
Three years of increasingly responsible experience coordinating and administering architectural,
engineering, or construction capital projects. Experience with municipal or other public sector
capital projects is highly desirable.
Substitution:
Additional years of relevant experience may substitute for the required education on a year for year basis.
Certifications/Licenses:
Possession of a valid California Class C driver’s license. Project Management Professional (PMP) Certification is desirable.

Class Characteristics
General direction is provided by a higher-level manager; responsibilities include direct or indirect
supervision of subordinate professional, technical, and/or support services positions.
This is the advanced journey-level class of the Project Manager series. This class is distinguished
from Project Manager I/II by the level of responsibility assumed, complexity of projects managed,
duties assigned, and independence of action taken. Incumbents exercise substantial initiative,
independent judgement, and expertise in overseeing the design and construction of large and/or
complex City projects. This class can be distinguished from the Engineering Manager by the
latter’s responsibility for the overall management of the division and licensing requirements.

Environmental Services Technician
Summary Perform a variety of responsible duties related to site evaluations, inspections, and audits with the goal of seeking compliance with local, state, and federal regulations; perform technical duties, public education and outreach, and investigations in support of several environmental programs. Depending on the area of assignment, programs may include water conservation, pollution prevention, groundwater, storm water, industrial pretreatment, and resource conservation; perform a variety of technical tasks relative to assigned areas of responsibility such as field sample collection and sample analyses.
Class Characteristics
General supervision is provided by a higher-level supervisor or manager.
This is a journey-level technical classification. Incumbents are expected to work independently
and have a thorough knowledge of environmental compliance matters as they relate to industrial
pretreatment, wastewater treatment, water conservation, pollution prevention, storm water, ground
water, solid waste, and quality assurance principles.

Water Resources and Conservation (in addition to the list for all positions):
Perform groundwater monitoring and data management.
Perform a variety of water conservation activities, including field investigations, water use leak
evaluations, and the conduct of water efficiency surveys; install and/or provide assistance with the

Assist recycled water customers with meeting the City’s Recycled Water User’s Guide
requirements; maintain recycled water site supervisor information.
Review residential and commercial plans that include new or rehabilitated landscape and
irrigation.
Environmental Services/Stormwater Program Compliance (in addition to the list for all

Collect samples from industrial, commercial, domestic dischargers, storm water conveyance
system, the Petaluma River watershed, and from various areas within the wastewater treatment
plant for chemical, biological, and bacteriological analysis to ensuring compliance with local,
state, and federal regulations.
Perform basic and intermediate, standardized laboratory tests involving the chemical, biological,
and physical analysis of water, ground water, storm water, and wastewater.
Set up, calibrate, and operate a variety of field instruments for the analysis of samples; conduct
