INTRODUCTION; •
The &Mama CbUnty Water Agency (Agency) is preparing to proceed With the Eleventh
Amended Agreement for Water Supply (Eleventh Amended Agreement). The Eleventh.

Amended Agreement Would revise the :existing; water supply agreement between the Agency

and eight .cities and water districts; collectively referred to as the "water contraCtors.1') The

purpose. of the ,Eleventh Amended Agreement, is to update the language of the;existing
. agreement to implement the Water Supply and Transmission System PrOjeCt; ,approved by the
Agency's !Board of•Directors in 1998. The revisions to the agreement would reflect the water
conservation sayings, annual and Monthly delivery limits, and expansion of the water

transmission system identified as elements of the Water Supply and Transmission System

Intertie Project (TenthAmended Agreement),was executed in 1974 and most recently amended
in 1997. The Tenth i Amended Agreement provides the authority for the financing and

and ;appurtenant facilities necessary to deliver water to Agency cuttomers at an average of 92

the foreseeable-future, no longer be adequate to serve the water contractors' futureiwater supply needs. The water
contractors requested,-and' the Agency's ,Board of'Directors;(Board)' agreed•, that',a, new project was needed to
supplement the existing: Russian River, to Cotati Inter-tie, Project, ;approved in 1974; The Board. directed'that.an
Environmental Impact IR eport (EIR):be prepared and work on the''Water Supply and Transmission System '.Project
•• • (WSTSP) began. At the time the W!STSP,was;approved, 3he;Agency;s;General Manager/Chief•Engineer was also
directed to take such steps as were necessary to`finalize;the proposedragreementfarwatersupply'in substantially the; .

•maintain d'`water supply an transmission'system facilities necessary to reliably deliver water to Agency customers at _
an average of 148.9 million gallons perday(mgd) ouringthe peak:rnonth, plus 20 mgd.of Standby capacity. .
The Eleventh Amended Agreement`has•been approved:and executed by; seven of the eight water contractors. The
most:recent'approval;was obtained in November of 1999. The City ofP.etalurria, the only remaining water contractor
who has not approved the Eleventh'Amended;Agreement, is actively considering approval of the agreement at this
-time. The.General Manager/Chief Engineer is requesting approval of the Eleventh Amended Agreement and
authorization from the Board to execute the Eleventh Amended Agreement on behalf of the Agency upon its
