Staff recommends∎approval'Of.the MOU Regarding Water Transmission and System Capacity
• Allocation During Tempotary Impairment: Approval ofthe!MOU would serve to further regional
co-operation in sharing the limited supplyand•capacity of the Sonoma County Water Agency
• supply-andtransmission system for the-next five years (2000 2005). The MOU also serves to
increase regional_water conservation efforts.

• Staff recommends.proceeding with the MOU RegardingyOperating Procedures for the South
Petaluma Aqueduct.:This ag"reernentwill serve.to=preserve storage in;.the'South Petaluma
Aqueduct System's KastaniaReservoir by controlling pumping parameters.at Kastania Pump
Station.:Signatories'4o this agreement would be the City of Petaluma; North Mann Water
District,MarinMunicipal Wafer District'and the:Sonoma County Water Agency.

1.1 Definitions •
Delete;the,references"to water-treatment facilities or make it cleat that"this
agreement would not,authorize"the;construction Of a wateritreatmentplant at Lake
Sonoma or some otherl'ocation. Better define water treatment facilities as

Scheduling of Additions.and Replacements to,the Existing-'Transmission'System. •
Add language;requiring;prior written approval of Petaluma before a contractcan
be awarded for constructionmfthe new p'aral]el;Petaluma aqueduct This_language

2.4 Water Conservation Measures

I In the case of Petaluma,-the-effect of the_proposed 1=3;400 AF limit (3.1) would
eliminate aquifer storage•and recovery as a water supply option.
4.10 'Storage•Facilities'Revenue Bonds Charges
Include Petalumaaalorig with North Marin Water.District:as having the option to
provid"e;loeahstorage=rather than participate in future,storageiprojects. •
' Note : An updated;cost•projection on all expansion facilities`has;been•promised by the SCWA
within the next:six,months and will,be_presented'to the City Council,at a.future-meeting
