Discussion Regarding LOK Marina Hotel Development Group and City 32 Participation in Financing fora Three-Star/Four-Diamond Rated Hotel. 33 • _ o 34 Council supported the ,plo1ect, and asked the .developers and/or their • 35 representatives'to provide a memo that addressed the repayment schedule, the 36 terms, Whatithe.net,was; and an asset statement for LOK, L.L.C. 37 • 38 39 PUBLIC COMMENT : - 40 41 Michael Allen, Central Labor Union, 'stated the developer was in 'favor of • 42 employing union employees for construction and services when developed. ' 43 They ahticipated signing an agreerrient with the:developers,yeti/ soon. k • d' . 44 • . Draft-Minutes Petaluma Community Development Commission Monday; May 15,2000 Page 1 DRAFT DRAFT DRAFT 1 Council Member Cadei•-Thompson,was happy that union workers would work on 2 the project but asked whether non-union persons would be paid the prevailing 3 wage. -. • 4 • 5 Mr. Allen replied, "yes", they were working toward that in the agreement. 6 • 7 Andy Lee, Hotel/Restaurant Union representative, spoke regarding 'the benefits 8 of union employment at this project. 9 10 Marty Beckett, North Bay Labor Council and Federation of American Teachers, 11 spoke in favor of the project labor agreement and card check neutrality 12 agreement and noted this project would be the first union hotel in the North Bay. 13 As such, the strength of the union would back the project via conferences, 14 meetings, etc., and benefit the community because of the wages/benefits the 15 workers would receive. Together, through a collaborative process, business and 16 labor would be a benefit to the community: 17 18 Jim Burchfield,. LOK partner, indicated the lead-time to order steel was 18 to 21. 19 weeks from thes.date ordered.,A decision by Council next week would really help. 20 The desire was to begin operations by next June. He continued that the 21 developers had received a number of bids but they came in `high" due to the 22 boon economictimes. What was critical was to get the steel in while,the•ground 23 was firm. Then they would move forward with trying to get reduced bids and • 24 employ union-workers. He stated that the developers had raised $5 million, $1 25 million of which was LOK's personal money;, They were gat risk if,ordering the 26 steel without a commitment from the Council to lose $200K prepayment and a 27 penalty for failure to take delivery. 28 • 29 Item continuedto June 5. 30 31 ADJOURN 32 33 The meeting adjourned at 4:15 p.m. 34 ,- :.. 35 _ - 36 37 E.
