RESOLUTION ACCEPTING COMPLETION OF THE SEISMIC ANALYSIS CITY FACILITIES
ASSESSMENT PROJECT (E11202345)
WHEREAS, on December 20, 2021, the City Council adopted Resolution No. 2021-200 N.C.S., authorizing
the submission of a grant application and the execution of the related grant agreement with the California
Department of Housing and Community Development under the Community Development Block Grant
Mitigation (CDBG-MIT) Resilient Planning and Public Services Program; and
WHEREAS, the City of Petaluma was awarded $499,000 in funding through the CDBG-MIT program to
complete a Seismic Analysis of City Facilities Assessment Project (E11202345) to evaluate seismic
vulnerabilities of City-owned facilities and infrastructure to support future capital improvement and emergency
preparedness planning; and
WHEREAS, the grant-funded project included structural and non-structural evaluations of public facilities,
prioritizing those located near fault lines and with aging infrastructure, to determine vulnerabilities and prepare
cost estimates for potential seismic retrofitting; and
WHEREAS, the City entered into professional services agreements with ZFA Structural Engineers to assess
City buildings and with InfraTerra, Inc. to assess water infrastructure facilities and pipelines, with the project
scope expanded through amendments to include additional sites and more detailed retrofit planning and cost
estimation; and
WHEREAS, the City procured professional consulting services in accordance with applicable grant and
procurement requirements, and the consultants have now completed all tasks outlined in the scope of work,
including assessments, findings, and recommendations for seismic improvements; and
WHEREAS, the project has achieved its purpose by providing a clearer understanding of how key City
buildings and water infrastructure may perform during a significant seismic event, and by producing conceptual
recommendations for improving structural safety and continuity of operations; and
WHEREAS, the Seismic Analysis City Facilities Assessment Project was primarily funded through a
Community Development Block Grant–Mitigation Planning & Public Services (CDBG MIT-PPS) from the U.S.
Department of Housing and Urban Development, with supplemental support from the City’s Water and
Wastewater Enterprise Funds to cover additional scope identified during the course of the project; and
WHEREAS, the City has reviewed and verified the satisfactory completion of all deliverables associated
with the Seismic Analysis of City Facilities Assessment Project, and acceptance of the project completion is a
requirement for grant closeout under the terms of the grant agreement; and
WHEREAS, this resolution is intended solely to acknowledge the satisfactory completion of the feasibility
and evaluation phase of the project and does not authorize or commit the City to undertake any specific retrofit
or construction activity; future decisions regarding implementation of the recommendations will be developed
and brought to Council for consideration through the Capital Improvement Program or other funding and planning
mechanisms.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma as follows:
1. Finds that the above recitals are true and correct and are incorporated herein as findings of this Resolution.
2. Accepts the completion of the Seismic Analysis of City Facilities Assessment Project (E11202345) as outlined
in the grant scope of work and expanded through approved contract amendments.
3. Directs staff to complete and submit all closeout documentation to the California Department of Housing and
Community Development, in accordance with the grant requirements.
4. Finds This project involved professional consulting services to evaluate the seismic safety of selected City
buildings and critical utility infrastructure. As it included no construction or physical improvements, it does
not constitute a “project” under CEQA (CEQA Guidelines §15378(b)(5)). In addition, planning and feasibility
studies for potential future actions are exempt under CEQA Guidelines §15262. Therefore, no environmental
review was required. However, any future projects due to the seismic assessments will have their own analysis
under CEQA.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 5th day of May 2025,
